The Director of Preconstruction & Contract Services is a senior leadership role responsible for directing and coordinating all estimating, preconstruction, permitting, procurement support, and contract administration activities across the company's operating divisions. This position plays a critical role in project planning, risk management, pricing strategy, operational alignment, and contract execution from opportunity identification through project turnover.
The Director will lead cross-functional collaboration between business development, operations, project management, finance, and executive leadership to ensure accurate estimating, efficient preconstruction processes, timely permitting, and disciplined contract management practices that support profitable growth and operational excellence.
This role oversees preconstruction and contract services for the following divisions:
- Commercial hardscape and amenity construction
- Commercial landscape and irrigation design/build services
- Residential landscape and irrigation services
- Full-service commercial grounds maintenance
- Environmental impact mitigation
- Aquatic maintenance services
- Lead all estimating and preconstruction operations across multiple service divisions.
- Develop and standardize estimating procedures, pricing models, bid review protocols, and proposal formats.
- Oversee conceptual, schematic, design-build, negotiated, and hard-bid estimating efforts.
- Review project plans, specifications, geotechnical reports, permitting requirements, and contract documents for scope accuracy and risk exposure.
- Coordinate preconstruction activities including budgeting, scheduling, constructability reviews, value engineering, and procurement planning.
- Establish labor productivity benchmarks, equipment rates, subcontractor evaluation standards, and material pricing databases.
- Collaborate with operations teams to ensure smooth transition from preconstruction to project execution.
- Support strategic growth initiatives by evaluating market opportunities, project feasibility, and competitive positioning.
- Direct company-wide contract administration processes for owners, developers, municipalities, general contractors, and subcontractors.
- Review, negotiate, and manage contracts, subcontracts, purchase agreements, amendments, and change orders.
- Identify contractual, operational, financial, and compliance risks and develop mitigation strategies.
- Coordinate with legal counsel and executive leadership on complex contractual matters and claims management.
- Ensure compliance with Florida construction laws, lien requirements, insurance obligations, licensing standards, and public bid regulations.
- Maintain standardized contract templates, documentation controls, and approval workflows.
- Oversee permitting strategy and regulatory coordination for all division and project types.
- Coordinate with municipalities, counties, environmental agencies, utility providers, and permitting authorities.
- Ensure compliance with environmental regulations, irrigation standards, stormwater requirements, erosion control measures, and aquatic management regulations.
- Manage permit tracking systems to ensure timely approvals and project mobilization.
- Build, mentor, and manage estimating, preconstruction, permitting, and contract administration personnel.
