SUMMARY:

Responsible for the safety of City Fire Department officers and firefighters; the administrative management and operational control of the City’s Fire Department; and enhancing relations with similar agencies of other area governments. Reports to the City Manager and leads several subordinate staff.

DUTIES AND RESPONSIBILITIES (not in any hierarchical order):
  • Ensures the safety of all Fire Department personnel through leadership and training.
  • Manages daily operations of department, including personnel, facilities, and equipment.
  • Identifies issues with fire prevention, fire suppression, and Emergency Medical Services.
  • Develops solutions to improve operations and effectiveness.
  • Coordinates activities with other City Department Directors.
  • Develops recruiting, retaining, and promotion programs to maintain sufficient trained personnel.
  • Prepares and manages an annual budget, including appropriations for personnel, operations, training, equipment, and supplies.
  • Communicates with area and regional public safety officials.
  • Meets with elected or appointed officials, community leaders, the media, and the public regarding department activities and community activities at the direction of the City Manager.
  • Supervises and coordinates emergency operations including responses to calls for fire service, emergency medical calls, vehicular crashes, and other emergency or non-emergency calls, likely assuming the role of Incident Commander.
  • Manages City emergency management functions, including preparation and revision of emergency plans, monitoring weather conditions, assisting City preparations, and coordinating active event responses.
  • Coordinates training and activities for volunteers as needed.
  • Prepares, maintains, implements, and administers departmental goals, policies, procedures, rules, and regulations.
  • Reviews and approves fire and emergency incident reports.
  • Directs the maintenance and repair programs for the Fire Department, ensuring proper maintenance and operation of all fire equipment and fleet response vehicles.
  • Serves as the City’s safety officer, conducting quarterly Safety Committee meetings and coordinating workplace inspections of City facilities.
  • Attends staff, task force and special meetings as required.
  • Performs other related duties as required and assigned by the City Manager.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of management principles and practices including planning and organizing and directing operations, personnel, and public relations.
  • Knowledge of local, state and federal laws and ordinances related to public safety, fire prevention, and arson investigation.
  • Knowledge of budget formulation, execution, and control.
  • Knowledge of modern firefighting/rescue tactics and principles, fire investigation, and fire prevention.
  • Knowledge of departmental policies and procedures.
  • Skilled in training and supervising personnel.
  • Skill in developing and implementing departmental policies and procedures.
  • Skill in utilizing appropriate department fire equipment.
  • Skilled in analyzing fire situations, maintaining composure, and providing an effective course of action.
  • Ability to communicate (orally and written).
  • Ability to remain in control physically and emotionally during stressful situations.
  • Ability to develop and maintain cooperative working relationships with the general public, other fire agencies, elected officials, City staff, and community groups.
  • Ability to implement goals to satisfy the Department’s forecasted needs.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
