POSITION LOCATION: Tallahassee, FL

The incumbent in this position manages the policy, training and support activities for the bureau which includes workforce policy, grants and special initiatives (e.g. grant writing, grant management), Customer Information Center and workforce training and support. The incumbent works with supervisors to manage the daily operations, assigning and reviewing work, setting priorities, solving problems and communicating with staff and leadership. Incumbent provides direct managerial support to program supervisors assigned to the section including oversight of hiring, performance evaluations and other personnel duties as required.

Ensures that assigned program supervisors operate within budget, personnel, fiscal and EEO and diversity guidelines. Engages with internal and external stakeholders (e.g., Career Source Florida, Local Workforce Development Boards, and other federal, state and local partners) to promote and support new or existing workforce programs and initiatives.

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Uses managerial skills and independent judgment to perform complex planning, consultative and administrative work by coordinating and assisting in the resolution of a variety of operational and management problems related to state and federal programs and initiatives. This includes formulation of planning and guidance procedures relative to programs such as the Welfare Transition (WT), Wagner-Peyser (WP), Workforce Innovation Opportunity Act (WIOA), and Supplemental Nutrition Assistance Program Employment and Training.

Provides oversight of the formulation of policies and procedures that will have a significant impact on the above programs and units.

Reviews policies, procedures, guidelines and state and local plans and evaluates the impact on operations and identifies potential problems and recommends appropriate action. Conducts research and analyses of workforce programs; develops strategies to improve the implementation of program policies; develops operational process improvement strategies and makes recommendations to management.

Assesses program operational effectiveness and develops program improvement strategies to enhance program effectiveness.

Oversees required reporting and audit compliance activities of programs assigned to the Unit.

Conducts legislative bill analysis.

Reviews budget expenditures and make necessary recommendations regarding budget matters related to assigned programs.

Represents the Department and/or the Bureau Chief at meetings and conferences as requested.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge and methods of data collection and analysis.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to proficiently use Microsoft Outlook, Word, Excel, PowerPoint, SharePoint and other computer software, applications and data tracking systems as required.
