Make a Meaningful Impact Every Day–We are seeking a strong leader to take chargeofdesigning and implementing the separation of the property management department into its own division. This is an overtime-exempt position with astarting annual salary at $95,000.Responsible for the administrative portion of CASL properties, many of which have restrictions regarding target tenants and income from grants and funding, including HUD-COC, HOME, SHP, CDGB, SAIL, and LIHTC.
Ensure funding, contract, program, and grant requirements are met for each residence and/or project.
This position is to make decisions,lead, and direct but also step in when needed to ensure day-to-day tasks are complete. Responsible for designing and implementing the proper strategic direction of the property management division with big picture thinking but knowledge of the details. Provide team development through empowerment and delegation.
- Track and report on vacancies.
- Partner with leadership on marketing strategy and execution.
- Collaborate with other departments, including maintenance and case management, to maximize unit use.
- Streamline, and ensure congruencies for all locations, lead policy, processes, and procedures for rental applications, income qualification, leasing, rent collection, move-ins, move-outs, recertifications/renewals, and notices along with the necessary supporting documentation, such as Tennant Income Certification.
- Provide ongoing quality assurance for staff as it pertains to the full leasing processes, including leadership, support, guidance, and direction.
- Ensure rental rates remain compliant with various grants, funding, contacts, etc.
- Responsible for the administration and ongoing compliance of HUD Project-Based Rental Assistance (PBRA), Supportive Housing Program (SHP), and Section 811 contracts. Oversees federal, state, and local audits, monitoring reviews, and regulatory compliance, including tenant eligibility, income verification, lease administration, occupancy requirements, and program-specific requirements. Maintains a thorough working knowledge of applicable landlord-tenant laws, HUD regulations, and the Federal Fair Housing Act to ensure organizational policies, property management practices, and housing programs remain in full compliance with all applicable requirements
- Oversee properties as it relates to the LURA attached to the property, including HUD-COC funds for the chronically homeless, HOME funded units, SHIP funded units, etc.
- Ensure requirements of the LURA for each property are met and retain documentation for this.
- Manage and maintain financial records relating to rentals.
- Contribute to quality assurance for other contracts as requested, such as HUD, CDBG, HOME, and LIHTC.
- Ensure there are adequate segregation of duties as it pertains to working with service organizations, community partners, and internal departments.
- Provide status updates and conduct internal audits.
- Helps manage cost effectiveness; provides reports, statistics, and other requested information both internally and externally to funders.
- Attend and participate in Florida Housing Finance Corporation and other housing workshops as requested.
- Provide a positive, customer service-oriented approach when interacting with residents.
