job summary:

this position is in property tax oversight’s compliance determination process. Primary responsibilities include:

  • compile and analyze market, cost and income data in the development of estimates of value for property tax oversight.
  • conduct research and analyze property data and sales data through field inspections, review of courthouse records, appropriate sales services, and other contacts such as buyers, sellers, lenders, closing agents, and local real estate professionals for inclusion in the county in-depth review process.
  • inspect less complex types of real property (residential, vacant land, commercial, industrial and/or agricultural) in compliance with the existing florida statutes and industry standards.
  • use appropriate industry standards of appraisal concepts and techniques as outlined by the department of revenue-property tax oversight.
  • perform various dor in-depth duties such as: conduct procedural audits, sales qualification tests, interview and review with county property appraisers.
  • provide aid and assistance to county property appraisers.
  • maintain the level of knowledge and skills necessary to conduct responsibilities in a professional manner, and stay current with current industry standards.
  • research, compile and analyze market, cost and income data to assist in developing estimates of value for commercial/industrial/residential properties.
  • research, inspect, photograph and verify sale and income data for use in appraisals.
  • assist in the assemblage of schedules pertaining to rental rates, vacancy and collection loss rates, expense rates and capitalization rates.
  • participates in interviews and reviews with the county property appraiser.
  • review the work of others for quality and for conformance with program expectations.
  • perform other studies as deemed necessary (i.e., sales qualification tests, procedures review studies, appraisal reviews, and other related duties).
minimum requirements:
  • currently employed with the florida department of revenue.
  • experience in property tax administration or real property appraisal or real estate.
  • 3 years’ work experience in tax administration.
substitutions:
  • bachelor’s degree
preferences:
  • tax administration experience with the florida department of revenue or a local government
  • state certified appraiser or licensed real estate broker or sales associate
  • international association of assessing officers (iaao) designation (aas; cae; res)
  • department of revenue certified florida evaluator (cfe) designation
  • completed any of the following iaao courses: iaao 300 fundamentals of mass appraisal, iaao 311 residential modeling concepts, iaao 312 commercial/industrial modeling concepts, iaao 331 mass appraisal practices, iaao 400 assessment administration
  • completed the uniform standards of professional appraisal practice (uspap) 15-hour course
  • experienced using spss statistical software
  • experienced using adobe acrobat pro
