This position is located in Tallahassee, FL
Position Overview and Responsibilities:
This is an environmental, technical, and professional position in the Division of Waste Management. The incumbent is responsible for providing scientific and technical support review in the implementation of statewide programs for the assessment and remediation of contamination sites. The position requires knowledge and experience in geology, hydrogeology, chemistry, site assessments, cleanup and closure, human health and ecological risk assessments, and DEP rules and procedures.
The position involves the following activities:
- Provide technical assistance to other DEP staff, consultants, local program staff and the public regarding implementation of Chapter 62-780, F.A.C., Contaminated Site Cleanup Criteria Rule, in regard to assessment and risk management options, and the application of Risk Based Corrective Action Principles. This assistance may include telephone consultations, presentations at technical meetings, small group training, oversight of field activities and the development of guidance materials.
- Assists in cleanup rule development, including serving as rule manager as required. Will collate and organize recommendations for rule changes. Assists with rule text development.
- Reviews and evaluates technical documents submitted in support of contaminated site cleanup including site assessments, feasibility studies, human health and ecological risk assessments and conceptual remedial action plans and reports for all types of contaminated sites. Prepares written response comments.
- Assists with guidance and support in evaluation and development of risk assessments including both human health and ecological risk. This includes monitoring developments in the science of risk assessment and evaluating possible effects on department rules, procedures and guidance. Act proactively to recommend or implement updates to rules, policies and guidance as needed. Assists with writing and updating risk assessment guidance provided to consultants and the public outlining DEP requirements for risk assessment.
Advise consultants performing risk assessments. - Serve as district liaison for responsible party cleanup sites. The district liaisons work with each of the regulatory districts to review site progress, make recommendations for improving the speed of the cleanup and closure, check for consistency in site management decisions among the districts and assist with the verification of accurate and up-to-date data in the database using established reports and metrics.
- Assists and responds to the public, agency officials, local government personnel, and consultants regarding inquiries and technical assistance concerning contaminated site cleanup. Coordinates, assists and edits any outreach or compliance assistance initiatives within the Division as assigned. Attend meetings at the request of the supervisor.
- Perform other related duties as required by supervisor.
- Knowledge of contaminated site cleanup techniques and methods, including risk based corrective action and Chapter 62.780, Florida Administrative Code.
- Skill in the use of computers and software including MS Office, Word, Excel, Power Point, and Windows Operating System.
- Ability to establish and maintain effective working relationships with a diverse group of people from a wide variety of technical and non-technical backgrounds.
- Ability to evaluate comprehensive technical documents.
- Knowledge of human health risk assessment evaluation and procedures.
- Knowledge of ecological risk assessment evaluation and procedures.
- Ability to manage projects and major programs.
- Ability to organize a complex workload and independently complete assigned tasks.
- Skill in problem solving and effective use of available resources.
- Ability to work independently without close supervision.
- Knowledge of geology, hydrogeology, chemistry and Florida's groundwater.
- Ability to write effectively, in a well organized and understandable manner.
- Ability to communicate orally in a clear and effective manner.
