Summary

This leadership and supervisory position is responsible for the oversight of the water and sewer field operations, specifically supervising the Utility Service Technicians I, II and III. This position ensures the daily work orders are distributed and completed in an accurate and timely manner. This position may also require a significant amount of routine manual labor involving general maintenance, construction, and manual labor activities.

This position works under the direct supervision of the Field Operations Manager and the general supervision of the Public Works Director.
Essential Job Functions

EXAMPLES OF ESSENTIAL JOB FUNCTIONS:
1. Assigns and assists in completing work orders for the Water and Sewer Department based upon priority, weather conditions and available staffing.
2. Monitors activities of field employees to assist in the preparation of performance evaluations.
3. Supervises and may assist in the maintenance, repair and installation of City water and sewer mains, installation and repair of new water and sewer services.
4. Supervises and may assist in the maintenance and installation of fire hydrants, valves and fittings.
5. Supervises and may assist in the installation of gravity sewer mains, laterals and manholes.
6. Supervises and may assist in the installation and maintenance of sewer pump stations and force mains.
7. Assists in monitoring control and maintenance of the inventory supply room; verifies work orders on a daily basis for accuracy; verifies physical inventory on a quarterly basis.
8. Reviews all departmental safety bulletins and safety materials provided by manufacturers, OSHA, other agencies as well as the City of Belleview's Safety Committee; reviews safety policy and procedures with Water and Sewer employees; wears all required safety equipment and ensures that all safety procedures are followed.
9. Completes reports for employee activity, inventory control and equipment and vehicle maintenance.
10. Monitors SCADA system.
11. Supervises and assists in the setup of Maintenance of Traffic (MOT) when required.
12. Temporarily fills in for Field Operations Manager in their absence.

EXAMPLES OF NONESSENTIAL JOB FUNCTIONS:
1. Monitors and maintains the tools and equipment required to properly perform daily tasks.
2. Attends various meetings, in association with the job functions.
3. Assists in the set-up and takedown of traffic control elements and site cleanup pre and post city sponsored events or events the city participates in such as Fourth of July, Light Up and Christmas parade (1st Sat/Sun Dec.), Trunk or Treat (Sat. prior to Halloween) and Founders Day (1st Sat of May).
3. Performs other duties and work assignments as required.

SERVICE:
1. Reports to work at the assigned time and place in the proper uniform with the assigned personal tools and equipment required to complete all essential and non-essential job functions; proceeds with job functions unless otherwise instructed or assigned.
2. Direct contact with city employees in repairing and maintaining water and sewer service.
3. Occasionally assists citizens, vendors and other City employees in person when they come to the job site.
4. Direct contact with city employees of other agencies or contractors employed by the city, in person, over the telephone, and through written correspondence.

This employee must be capable of accomplishing the following tasks:


1. Reading, understanding and completing work orders and other miscellaneous forms, both by hand and in the city's computer system.
2.
