Summary
Navy Child and Youth Programs (CYP) delivers early care and youth services across center‑based (birth to five) and facility‑based (age 5‑12) programs, as well as recreational and youth‑sports and fitness activities. The CYP Operations Clerk serves as the front‑line representative and administrative liaison, managing the waitlist, enrollment coordination, recordkeeping, fee collection, and various data‑processing systems.
Responsibilities Record Keeping and Reporting- Prepare and maintain assigned reports, correspondence, statistical and financial data for CYP components (CDC, CDH, SAC, YP, R&R, USDA).
- Ensure child registration and enrollment paperwork is complete and current.
- Maintain accurate USDA food program records and submit completed paperwork for background checks.
- Keep office files and respond to requests from agencies such as Family Advocacy, Naval Investigative Services, Environmental, Safety and Fire personnel, and USDA.
- Generate daily, weekly, and monthly reports in compliance with policies, and submit them on time.
- Conduct research of records, follow up to resolve discrepancies, and notify supervisors of unresolved issues.
- Provide front desk support, log children in and out, and answer questions about programs, policies, financial obligations, waiting lists, and events.
- Disseminate information to CDH providers regarding training schedules, certification, application status, and USDA reporting.
- Triage telephone calls, responding promptly and referring to supervisors or other staff as needed.
- Assist with resource and referral duties and maintain the current waiting list.
- Collect and record fees and charges following proper procedures; notify supervisor of delinquent payments.
- Complete a daily activity report and ensure proper deposit of funds per cash‑handling procedures.
- Monitor supplies and resources; inform supervisor of items that require ordering.
- Serve as a mandatory reporter to Family Advocacy and Child Protective Services for suspected child abuse or neglect.
- Perform other duties as assigned.
- Complete all background checks for child‑care positions, including fingerprint and SCHR checks.
- Pass the E‑Verify employment verification check.
- Pass a pre‑employment physical and provide evidence of immunization.
- Be 18 years of age or older.
- Obtain and maintain the required security clearance.
- Complete required training certificates and maintain certifications or credentials for federal and state accreditation used in DoD’s Child and Youth Programs.
- Participate in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment.
- Males must be registered or exempt from Selective Service.
- Complete a probationary period if required.
- Provide a valid Social Security Card.
- Knowledge of administrative support functions.
- Proficiency with general office automation software and practices.
- Familiarity with military CDC, CDH, SAC, YP, R&R and USDA Food Programs.
- Ability to maintain a computerized database and use a Child and Youth Management System (CYMS) or equivalent.
- Strong record‑keeping skills and knowledge of military‑style documentation.
- Effective verbal and written English communication.
- Cash‑handling skill.
- At least two (2) years of administrative experience.
- Provide a copy of a High School Diploma, GED, or College Transcript.
- Applicants who have not yet received a degree but hold DoD‑approved competency‑based training certificates or a valid CDA/MSA credential must also provide a copy of an equivalent high‑school credential.
- Annual Leave – 13 days per calendar year (earned progressively).
