Government Operations Consultant II – – ESS OPBI Benefit Recovery Program
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency, overseeing child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare, human trafficking, and public assistance. The agency’s mission is to partner with local communities to protect the vulnerable, promote family strength and economic self‑sufficiency, and advance personal and family recovery and resiliency.
The Economic Self‑Sufficiency (ESS) Program promotes strong, economically self‑sufficient communities by determining eligibility for food, cash, and medical assistance.
The Office of Public Benefits Integrity (OPBI) within ESS investigates public assistance fraud or misuse for SNAP, D‑SNAP, TANF, and Medicaid programs.
LocationTallahassee, FL 32303 (2415 N Monroe St, Tallahassee, FL 32303). This is a full‑time, in‑office position; telework is not permitted.
Position DetailsHours:
40 hours per week, Monday through Friday, 8:00 a.m.–5:00 p.m. EST. Some travel may be required. The incumbent may be called on short notice for disaster relief and may work more than 8 hours per day during such events.
- Current DCF employee.
- Resident of or near Tallahassee, FL.
- Fluency in Spanish or Creole.
- DCF Benefit Recovery experience.
- ESS eligibility experience and policy knowledge.
- Handles all Treasury Offset Program (TOP) related phone calls, correspondences, and inquiries from internal and external clients.
- Coordinates requests and processing of TOP refunds within required time frames.
- Completes all TOP State/Federal reviews within time frames.
- Complies with all required daily, weekly, monthly, and quarterly TOP reports within time frames.
- Reconciles TOP balances across all related systems.
- Acts as a TOP liaison with different regions, states, and federal agencies.
- Attends TOP meetings as a State of Florida representative as needed.
- Performs other related duties as assigned.
- Knowledge of data collection and analysis methods; basic management principles.
- Ability to collect, evaluate, and analyze data to develop alternative recommendations and solve problems.
- Organizes data into logical format for presentation in reports and other written materials.
- Conducts fact‑solving techniques.
- Plans, organizes, and coordinates work assignments.
- Establishes and maintains effective working relationships with others.
- Include supervisor names and phone numbers for all employment periods.
- List all previous DCF positions separately with total years and required duties.
- Explain any employment gaps to avoid delays in the hiring process.
- Provide verifiable experience, education, training, knowledge, skills, and pre‑qualifying responses as required for the minimum qualifications.
- Do not use the statement “See Resume.”
