Freight and Rail Analyst / District Three / Modal Development. This position is essential to providing clear coordination between the department and our freight and rail partners, as well as ensuring department safety procedures are correctly followed.

Your Specific Responsibilities

Oversees the development of funding agreements to implement the districts seaports, freight, and rail crossing/signals projects. Develops and implements processes for establishing and prioritizing capital and operation funding needs among the district’s seaports, and railroads. Manages, formulates, and monitors the District Three Five Year Work Program for the district’s seaports, freight, and rail crossing/signal projects.

Serve as or directs staff or consultants to serve as liaison and technical advisor for seaports, and railroads located within the District and the Public on matters relating to these modal activities. Meets regularly with each port and rail line to review and develop the list of new projects and required changes to existing projects for Federal Rail Administration funding approval and inclusion into the Department’s Preliminary Tentative Work Program.

Develop and executes Public Transportation Agreements and Railroad Reimbursement Agreements, time extensions, and supplemental agreements relating to projects and programs for freight, seaport, and rail.

Oversees, performs, or assigns project inspections as required to verify project construction, change orders or cost relating to the project invoicing for modal projects including annual project inspections. Oversees all project files to withstand an unscheduled and stand‑alone audit. Input project information and documents into the Seaport Grant Management System (SEACIP) as required.
