Area Construction Manager – Heavy Civil Construction

McMillen, Inc. is seeking a highly skilled Area Construction Manager – Heavy Civil Construction. The Area Construction Manager is responsible for the overall leadership, operational performance, and successful execution of heavy civil construction projects within an assigned region or business unit. This position provides direct oversight and mentorship to Construction Operations Managers and is responsible for ensuring projects are delivered safely, on schedule, within budget, and in accordance with quality and client expectations.

The Area Construction Manager participates in project planning and execution while supporting strategic business objectives and operational excellence across multiple projects.

All Construction Division offers of employment are contingent upon the successful completion of a background check and drug screen. In accordance with client requirements, security clearance is required and is determined based on background check results.

Responsibilities
  • Provide leadership, mentorship, and performance management for Construction Operations Managers and Project Managers.
  • Oversee the operational, financial, and scheduling performance of multiple heavy civil construction projects in varying stages of completion.
  • Ensure project execution aligns with company goals, budgets, schedules, quality standards, and client expectations.
  • Champion and enforce the Company's safety culture and Corporate Safety Program across all assigned projects.
  • Collaborate with Construction Operations Managers to effectively allocate personnel, equipment, and resources across projects.
  • Support Project Managers in the successful delivery of medium- to large-scale construction projects, including Design-Build, Construction Management, and hard bid projects.
  • Develop and review project work plans, schedules, budgets, and resource plans.
  • Monitor project costs, schedules, and key performance indicators and implement corrective actions when necessary.
  • Review and negotiate owner contracts, subcontract agreements, and change orders.
  • Ensure all required permits, licenses, and regulatory requirements are obtained prior to project mobilization.
  • Lead constructability reviews and collaborate with engineering and design teams during project development.
  • Evaluate construction methods and identify opportunities to improve project delivery, productivity, and cost effectiveness.
  • Provide strategic guidance for labor planning and coordinate staffing requirements with project leadership.
  • Oversee quality assurance and quality control programs across assigned projects.
  • Manage project risks and resolve issues related to construction operations, safety, subcontractor performance, and client concerns.
  • Participate in client meetings and maintain strong relationships with owners, consultants, subcontractors, and regulatory agencies.
  • Review project estimates during various design phases and provide construction input for project pursuits and proposals.
  • Assist with owner payment applications, financial reporting, forecasting, and project closeout documentation.
  • Ensure warranty obligations and final closeout requirements are successfully completed.
