Responsible for the overall planning, organizing, and execution of all Information Technology (IT) functions. Directs all IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. Responsible for the design, development, and implementation of information security, as it relates to the Town’s privacy principles, policies, and practices.

  • Provides information systems support for networked computer systems, computerized telephone systems, and video production equipment.
  • Confers with Town employees to determine information needs, to establish project priority, and to assist with resolution of computer networking problems.
  • Ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards / procedures for implementing technical solutions.
  • Monitors and allocates all Division expenditures.
  • Conducts negotiations with vendors on computer, hardware, software, and telephone equipment to ensure the most economical price.
  • Reviews periodicals and other industry publications to maintain advanced knowledge of computer hardware, software, and related equipment and applications.
  • Performs duties of systems analyst as necessary; and assumes the duties of other Division personnel on a relief basis.
  • Trains, disciplines, evaluates, and supervises subordinates; performs continual inspections of operational and administrative functions and activities to identify inefficient or ineffective processes and provides workable solutions.
  • Develops and implements policies and procedures, and provides direction and training necessary to increase the productivity and efficiency of IT personnel and functions.
  • Develops the knowledge, skills, and abilities of subordinates to enhance their probability of success.
  • Adheres to departmental, personnel, and safety policies and procedures.
  • Informs department-head of all work activities.
  • Performs special assignment, research, or other related duties and tasks as requested, required, or instructed.
  • Plans and oversees all installations of new or replacement IT systems.
  • Responsible for designing, implementing, and monitoring the 5-yr technology plan.
  • Must be responsible for after-hours emergencies and should be aware of all incidents and or changes made to systems to correct the problem before any changes are put into place.
  • Oversees the establishment, implementation and adherence to privacy policies and procedures that guide and support the provision of information security services.
  • Conducts risk assessments and analysis to help the Town develop security standards and procedures.
  • Responsible for making recommendations on appropriate personnel, physical and technical security controls.
  • Manages and monitors the prevention, detection, containment and correction of security breaches.
  • Responsible for the dissemination of information security awareness to all Town employees.
  • Performs other duties as assigned.
BASIC QUALIFICATIONS:
  • A Bachelor’s degree in Computer Science, Business Administration, or related field is required.
  • Must possess a valid Texas Driver’s License and driving record must be in compliance with Town policy.
WORK EXPERIENCE:
  • A minimum of four (4) years, experience in Information Systems management is required.
  • May substitute equivalent years of experience for education requirement.
Physical Abilities:
  • To perform the essential functions of the job must be able to see, hear, talk, read, and write.
    • Lift up to 30 lbs. of computer equipment and / or accessories.

Qualifications:
  • Microsoft Certifications preferred.
KNOWLEDGE / SKILLS / ABILITIES:
  • Must have extensive knowledge of network servers and Windows operating systems; knowledge of communications equipment such as switches, routers, and firewalls; extensive knowledge of the TCP/IP network protocol; preferred experience with Active Directory, Microsoft Office 365, CDP backup system management, Telecom VOIP, project management and general Systems Administrator experience.
