We are seeking an experienced Subcontract Administrator III for a position in Folsom, CA. This position will be responsible for managing subcontract efforts with several major suppliers to support development programs. The role includes supplier source selection, purchase order placement and administration, and working with program management, quality assurance and business management to ensure all applicable subcontract efforts support program cost, schedule, and performance requirements.
The primary focus is to lead negotiations, successful start‑up and execution of major subcontractors supporting a development and demonstration contract with MDA.
- Work with program management teams to generate and manage subcontract efforts for major components procured from assigned suppliers on program.
- Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services.
- Perform cost/price analysis and use cost evaluations to develop pre‑negotiation strategies.
- Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
- Lead negotiations and completion of subcontract/PO documentation, invoice reconciliation, and payment.
- Negotiate and coordinate additions, deletions, or modifications to subcontracts.
- Procure build‑to‑print detail parts and assemblies from engineering drawings in support of various propulsion programs.
- Source and purchase machinery, equipment, tooling, raw material, packaging material, parts, services and/or supplies necessary for operation of the organization.
- Participate with contracts administration and purchasing to develop new concepts, techniques and standards in subcontract policies and procedures.
- Hold procurement delegation and sign supplier agreements and purchase orders within established authority.
- Develop solutions to complex problems which require the regular use of ingenuity and innovation.
- Other related job duties, as assigned.
- Knowledge of acquisition policies and procedures, including FAR and DFAR.
- Working knowledge and implementation of MDA MAP/PMAP within supplier base.
- Working knowledge of ISA 9001 standards and AS9100D flow‑down requirements, including flow down of corrective action to suppliers for non‑conforming processes.
- Demonstrated problem‑solving skills.
- Ability to generate quantitative improvements in supplier delivery, quality, and cost.
- Proven exceptional communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management, with an ability to persuade and motivate action.
