Position: MUNICIPAL COURT MANAGER /JUVENILE CASE MANAGER

JOB SUMMARY

Responsible for professional administration of Municipal Court operations. Plans, direct and reviews the activities and operations of the Municipal Court including non-judicial functions of the court system, personnel management, development and implementation of policy and procedures, budgeting, case-flow management, responding to public inquiries and record maintenance. Ensure the efficient administration of the Municipal and Juvenile Court while supervising staff, maintaining compliance with legal requirements, managing financial and administrative functions, and overseeing juvenile case services.

ESSENTIAL

JOB FUNCTIONS Court Administration
  • Directs daily Municipal and Juvenile Court operations.
  • Develops and implements policies and procedures.
  • Oversees case flow, dockets, records management, and court programs.
  • Ensures compliance with state laws and court regulations.
Supervision and Leadership
  • Supervises court personnel.
  • Evaluates employee performance.
  • Assigns work, trains staff and develops employees.
  • Provides leadership and long-range planning.
Juvenile Case Management
  • Oversees all juvenile cases.
  • Monitors compliance with court orders.
  • Coordinates with schools, parents, community service providers, and treatment programs.
  • Serves as liaison between the court, juveniles, parents, and outside agencies.
Financial Management
  • Prepares and manages the court budget.
  • Oversee revenues, expenditures, receipts, deposits, and financial accountability.
  • Audits citation and payment processing.
Court Operations
  • Coordinates with the Municipal Judge, prosecutors, law enforcement, attorneys, litigants, and other agencies.
  • Responds to public inquiries and difficult complaints.
  • Reviews reports and submits required reports to governmental agencies.
  • Technology and Records
  • Oversees court databases and software implementation.
  • Coordinates with Information Technology.
  • Maintains court records according to state and city retention requirements.
QUALIFYING EDUCATION AND EXPERIENCE
  • High School diploma or equivalent.
  • Extensive knowledge of municipal court operations.
  • Knowledge of Texas municipal court laws and procedures.
  • Supervisory and management experience.
  • Strong communication and organizational skills.
  • Ability to manage multiple priorities under limited supervision.
  • Court certifications (Level I required; Level II within two years).
  • At least two years of municipal court experience.

WORK ENVIRONMENT
