The City of Forney is seeking a Civil Engineer
The City of Forney is seeking a Civil Engineer to join our team who is passionate about serving the community and helping shape the infrastructure that residents rely on every day. This position operates under the general supervision of the City Engineer or Assistant Director and involves development plan review, capital improvement programs, and right‑of‑way maintenance projects.
Examples of Duties- Reviews, coordinates, and manages engineering plan review for private, residential, and commercial development projects to ensure compliance with the Code of Ordinances, Technical Standards, and Standard Construction Details; coordinates and facilitates project design review with various City departments; assists with flood plain administration duties in accordance with FEMA and local ordinances.
- Provides ongoing coordination of projects under construction to assist with issues and coordinates with field inspectors; provides technical expertise and instruction to developers, engineers, staff, and the public concerning water, wastewater, drainage regulations, and proper floodplain management requirements.
- Manages civil engineering design and civil engineering review for Capital Improvement Plan projects and oversees in‑house civil engineering design; meets with other agencies for review and compliance with established requirements and obtains permits when required; identifies issues and prepares solutions for drainage and floodplain.
- Develops, implements, and monitors professional services and construction contracts; verifies work completed and processes associated design and construction payments; negotiates and mediates differences with contractors and reviews change orders.
- Evaluates and responds to technical inquiries from inspectors, consulting engineers, developers, and contractors; provides direction to consultants regarding the review and approval of plans, construction specifications, details, and reports for private development and capital projects; reviews exhibits and descriptions for easements and right‑of‑way acquisition.
- Prepares council agenda items for assigned capital, private development, or other special projects; attends meetings with consultants, developers, contractors, and other staff as necessary; conducts site inspections as necessary for private development and capital projects at all phases of construction.
- Acts as City Engineer or Assistant Director as required; performs other duties as assigned.
No direct supervision exercised; may exercise occasional administrative and functional supervision for specified activities.
Minimum Qualifications- Possess a valid driver’s license.
- Bachelor’s degree in civil engineering or related field.
- Five (5) years’ experience as a Professional Engineer with one year of progressively responsible supervisory experience.
- Licensed and Registered Professional Engineer (PE) in the State of Texas or the ability to obtain Texas licensure within 6 months of hire.
- Indoor and outdoor environments; exposure to weather and construction hazards.
- Operate a motor vehicle safely.
- Ability to sit, stand, and walk.
- Ability to lift 15 pounds.
The city is self‑insured and offers a choice of four medical plans through United Healthcare:
- $6,000 Deductible HSA Plan (up to a $3,000 HRA reimbursement + HSA City Contributions)
- $2,500 Deductible EPO Plan
- UHC DPPO
Basic group life insurance protection is provided to eligible full‑time employees in the amount of two times the annual salary as recorded at the beginning of each year. Voluntary products are also available to full‑time employees and include supplemental life insurance, accidental death and dismemberment insurance, cancer insurance, and critical care.

All employees appointed to positions designated to work 1,000 hours or more per year must participate in the Texas Municipal Retirement System. Seven percent of gross earnings are deducted each payroll as a pre‑tax deduction and deposited into the member account. When an employee becomes vested and retires, the city provides a 2‑to‑1 matching contribution.
