EssentialJob Responsibilities
- Support material acquisitions for the National Defense Stockpile.
- Develop comprehensive documents required to advance acquisition of strategic and critical materials mitigation products and services, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO) and Independent Government Cost Estimates (IGCE).
- Provide technical support to acquisition staff during solicitation, proposal evaluation, negotiation, and post‑award proceedings.
- Act as a Subject Matter Expert for a wide range of critical and strategic materials.
- Collaborate with other scientists, engineers, and economists to identify issues impacting strategic and critical materials and National Defense Stockpile programs.
- Relate materials to their properties, end use, and performance in engineering architecture, scientific applications, and Department of Defense (DoD) programs. Examine the interaction of materials in their processes and applications with their associated downstream applications at every node in the supply chain.
- Provide advice, guidance, and recommendations on acquisition, upgrading, substitution, recycling/recovery, and disposal strategies and policies with regard to the type, form, quality, properties, and uses of Stockpile materials and Government and industry specifications and standards.
- Provide technical solutions, funding recommendations, and identify future areas of research for the DoD and the Defense Logistics Agency (DLA).
- Prepare briefing materials for presentations to DLA, DoD, other Federal agencies, the Congress, and representatives of private industry both foreign and domestic.
- Evaluate proposals for research, development, and qualification projects associated with the mitigation of critical and strategic material risk.
- Work with industry partners to monitor Research and Qualification program efforts and maintain auditable documentation for projects.
- 5 years relevant experience with a Bachelors in a related field; 3 years relevant experience with a Masters in a related field; 0 years experience with a PhD or Juris Doctorate in a related field; or a High School Diploma or equivalent and 9 years relevant experience.
- Position requires a degree in one of the physical sciences, materials science, or engineering. Preferred:
Masters or Ph.D. in these or a related field. - Broad knowledge of properties, characteristics, and uses of strategic and critical materials.
- Ability to identify problems and develop solutions/risk mitigation strategies related to issues affecting strategic and critical material supply chains.
