Energy Data Management Contract Manager (CM) [PR0002A]
Pro Sidian Consulting, a management and operations consulting firm, is seeking a dedicated Energy Data Management Contract Manager to support the U.S. Defense Logistics Agency’s Energy Sustainment Restoration Modernization (SRM) Division. The role will provide full life‑cycle contract management and program support for DoD petroleum, oil, and lubricant (POL) infrastructure projects across the Mid‑Atlantic Washington Metropolitan Area.
Key Responsibilities- Develop, negotiate, administer, and close out government agency contracts and task orders.
- Manage key contracts supporting Pro Sidian engagement teams to ensure compliance with corporate policies and DoD regulations.
- Assist with work statements, review/submission of technical and cost proposals, and prepare contract agreements (e.g., NDAs, software evaluation agreements).
- Serve as the primary interface between Pro Sidian and the Agency or Prime Contractor Contracting Officers for financial management issues.
- Collaborate with program, operations, finance, procurement, and human resources stakeholders to resolve contract and program issues.
- Maintain an in-depth knowledge of DoD acquisition and procurement environment, FAR/DFAR, export and other government regulations.
- Lead or support fact‑finding and audit activities and develop innovative contracting solutions.
- Provide program development support and customer relationship management.
- Bachelor’s degree in Business Administration, Finance, Accounting, procurement, or related field (or equivalent experience).
- Minimum of 5 years of contracting experience with DoD and/or a DoD contractor, including FAR/DFAR familiarity.
- Experience drafting, negotiating, and administering complex contract agreements and teaming arrangements.
- Knowledge of various contract types (FFP, T&M, cost‑type, international FMS/DCS).
- Strong written and oral communication skills and proficiency in Microsoft Office.
- U.S. citizenship and eligibility to obtain a DoD secret security clearance.
- Experience with DLA Energy, fixed fuel infrastructure projects, and enterprise business systems such as DLA’s EBS.
- Knowledge of the DLA Energy Sustainment Restoration Modernization (SRM) Division missions and project pillars.
- Background in regulatory compliance and audit of federal contracts.
- Strong analytical and problem‑solving skills.
- Ability to work independently in a fast‑paced, deadline‑driven environment.
- Excellent interpersonal and negotiation skills.
- High level of organization, attention to detail, and time‑management.
- Strong teamwork and collaboration mindset.
Travel may be required, coordinated with the technical point of contact and approved in writing by the Contracting Officer. This position is located in the Mid‑Atlantic Washington Metropolitan Area (Northern Virginia, Washington DC, Maryland).
