This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM to recruit and appoint qualified candidates to positions in the competitive service.
About the PositionThe position is located within the Directorate of Public Works Master Planning Division, Fort Belvoir, VA.
Duties- Serves as Fort Belvoir's Master Planner responsible for the development, coordination, and management of the installation's Real Property Master Plan and Geographic Information System (GIS).
- Coordinates the planning, design, cost, engineering, construction, and environmental restoration projects of substantial scope and complexity measured by the diversity, geographical area, management demands, technical intricacies, and public issues.
- Represents Garrison Commander on installation planning boards, regional or local councils, boards, and review teams, such as representational requirements in support of National Capital Planning Agency, State Historical Preservation Office.
- Provides technical Master Plan support to subordinate units and headquarters staff elements.
- Develops facility requirements and project proposals in coordination with Directorate of Public Works engineer staff, applicable installation directorates, and mission partners.
- Ensures that mobilization, peacetime, and emergency plans are properly integrated with the Master Plan through scheduled meetings with directors and assigned action officers.
- Supervises employees in the Real Property and GIS Branches for the Directorate of Public Works assigning work, setting short-term priorities, and scheduling completion of work.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to be able to obtain and maintain a Top Secret Security clearance.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles and obtain and maintain a government driver's license.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
