Program: CPE Ground - Systems Engineering and Technical Assistance (SETA)
Customer: Department of War / Department of the Army
Location: Fort Belvoir, VA (100% On-site)
Clearance Requirement: Active Secret Security Clearance
Contract Period of Performance: Good through January 2031
Salary Range: 75K-85K Annual; commensurate with Education/Experience
POSITION SUMMARYThe Security Specialist IV provides high-level technical expertise and analytical support for Department of Defense (DoD) security programs and program protection operations. Based on-site at Fort Belvoir, VA, the specialist independently manages multi-disciplinary security tracks across physical, personnel (PERSEC), industrial (INDUSEC), and operations security (OPSEC/Anti-Terrorism) domains. This role is responsible for processing workforce compliance pipelines, navigating specialized defense tracking networks, and delivering data-driven metrics to senior leadership within the Acquisition and Enterprise Support Directorate.
DUTIESAND RESPONSIBILITIES
1. Core Security Operations & Metrics Tracking
- Maintenance and daily oversight of the Security Office Actions Tracker, capturing data on verification requests, Visit Authorization Requests (VAR), personnel actions, foreign travel compliance, and incoming taskers.
- Compiles, structures, and presents daily and monthly security metrics to produce the weekly Security Office Actions briefings used during the Acquisition and Enterprise Support Directorate synchronization meetings.
- Author, review, and apply analytical research methods to develop comprehensive program protection documentation, policies, and standard operating procedures (SOP).
- Orchestrates personal security clearance tracks using the Personnel Security Investigation Portal (PSIP), including initiating Form Updates, managing Tier 3 (T3) initial background investigations, and tracking personnel compliance timelines.
- Coordinates and schedules biometric/fingerprinting requirements for newly onboarded or upgrading total force personnel requiring active background vetting.
- Validates, creates, and submits Visit Authorization Requests (VAR) directly within the Defense Information System for Security (DISS).
- Audits, processes, and tracks access provisioning requests via DD Form 2875 System Access requests utilizing automated frameworks like Identity, Credential, and Access Management (ICAM) and the Army Enterprise Systems Integration Program (AESIP).
- Manages facility access control pipelines, including reviewing and completing RTI
39 Compound Badge Requests for on-site personnel. - Pre-screens, validates, and cross-references clearance levels, mandatory foreign clearance training, country-specific hazard maps, and visa requirements for personnel deploying on personal or official foreign travel.
- Operates the Aircraft Personnel Automated Clearance System (APACS) to secure organizational approval for international transit.
- Navigates DISS network criteria to upload, report, and maintain records for required foreign travel categories; conducts formal security debriefs and records completed travel closure statements in DISS upon return.
- Maintained total program compliance by reviewing and updating the Derivative Classification Training Certificate tracker in strict accordance with USD(I) Policy Memorandums.
