This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:Serves as a Budget Analyst for the Joint Activities located at Fort Brag, North Carolina.
Duties- Executes budget processes for the approved annual funding programs assuring appropriation funds are properly allocated.
- Provides technical advice and guidance to HQs Directorates and supported units Budget Analysts and Program Managers.
- Analyzes program/budget guidance and instruction provided by higher echelons to determine impact on the Commands operations.
- Analyzes data for practicality/consistency of estimates, adequacy of justification, and compliance with prescribed laws, policies and regulations.
- Develops local budget policy, procedures, budget formulation assumptions, formats and schedules for development of various budget submissions, obligations and expenditure plans.
- In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program.
- This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) Security Clearance with Specialized Compartmented Information access.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- May require TDY travel up to 30 days CONUS and OCONUS up to 15% of the time.
