Mission Objectives - Defensive Cyberspace Operations (DCO) are the passive and active measures taken to detect, characterize, and defeat adversary activity on Army networks and preserve the Army's ability to use its own cyberspace capabilities - a distinct, adversary-focused mission from routine IT infrastructure or help-desk support. This position holds overall responsibility for task order management on the USARC Defensive Cyberspace Operations Mission Support Services (DCOMSS) effort, across all functional areas:
Blue Team Operations, Integrated Assessments, Cyber Threat Intelligence, Exercise and Training Support, Tooling Lifecycle and Configuration Management, and Administrative and Reporting Deliverables. The Project Manager – Intermediate is one of three Key Personnel positions on this task order.
- Serve as Key Personnel and hold overall task order management responsibility for cost, schedule, and performance across all functional areas.
- Serve as TeAM's primary interface to the Contracting Officer's Representative (COR) and Contracting Officer (KO); own the monthly progress/status/management report, weekly Situational Report, In-Process Reviews, and quarterly/semi-annual program reviews.
- Direct execution of the Quality Control Plan, inspection system, and Contract Discrepancy Report response process (5 business-day turnaround).
- Own the Phase-In/Phase-Out Plan and lead or directly oversee the 30-day phase-in to Full Operational Capacity without break or degradation of mission-essential 24/7/365 coverage.
- Directly supervise the Blue Team Lead and CTI Lead; ensure coordinated cross-cell tasking and resolve cross-functional resourcing conflicts.
- Own contract-level compliance:
DoDM 8140.03 workforce qualification tracking via ATCTS, the Supply Chain Risk Management Plan, the Property Management Plan, and Section 508 accessibility compliance. - Maintain the Workforce Qualification Register and ensure personnel are qualified for their assigned DCWF work roles and proficiency levels in accordance with DoDM 8140.03 prior to assignment.
- Minimum 5 years of documented, specialized DoD or enterprise IT/cyber program/project management experience.
- U.S. citizenship.
- Certifications: Qualification for the Project Manager work role (Management - 8140 PM equivalency) under DoDM 8140.03, in compliance with the applicable ITES-3S labor category. Candidates qualify through one of three recognized pathways: (1) a certification recognized under the current DoD 8140.03 Qualification Matrix for this work role - highly desired certifications include Project Management Professional (PMP) together with a cybersecurity credential such as CompTIA Security+ or (ISC)² CISSP;
(2) an approved degree plus DoD/commercial training combination; or (3) documented equivalent experience per Component-specific 8140.03 implementation guidance.
