Lead Alarm Monitor – Part‑time position that requires an active US DoD‑issued CAC card or the ability to obtain one.

Provide soldiers, family members, citizens and visitors with the most professional, courteous, efficient and effective emergency and non‑emergency communications possible.

Schedule

Mid Shift: 12 a.m.–8 a.m. (Saturday, Sunday, Monday).

Compensation & Benefits

Estimated starting salary range: $20.14 per hour. Pay commensurate with experience.

Responsibilities
  • Lead Alarm Monitor oversees operation of assigned shift (3 other Alarm Monitors).
  • The shift lead works with the COR/DES Supervisors to track down phone and radio recordings, response times and any other information needed to properly report an EXUM or Serious Incident Report if needed.
  • Complies/supports all requirements of the Performance Work Statement (PWS).
  • Monitors and operates multiple channel trunked radio system; operates commercial intrusion detection and fire alarm monitoring computer systems.
  • Documents emergency call and responder dispatch information in the CAD system.
  • Documents daily dispatches and movement of vehicles and equipment resources during routine and emergency response events; records benchmark events during incidents in the CAD.
  • Conducts the daily test of radio systems, emergency dispatch tones and emergency phones in accordance with SOP/GTA, records system deficiencies and makes applicable notifications.
  • Records fire and intrusion alarm tests manually as required.
  • Forwards all requests for copies of recordings to the COR of the contract.
  • Contacts Regional Network Enterprise Center (RNEC) if trunked radio system and/or primary crash fails in accordance with SOP/GTA.
  • Contacts DES, ICIDS Administrator if ICIDS alarm system malfunctions.
  • Notifies support agencies for assistance as requested by emergency responders.
  • Contacts Directorate of Public Works (DPW) and Fire Department if fire alarms monitoring malfunction.
  • Places work orders with DPW at the request of any First Responder and ICIDS Administrator.
  • Upon receipt of five continuous Kingfisher (KF) trouble alarms, submits a work order through DPW to have the fire alarm system checked/repaired.
  • Submits a DPW work order for any ICIDS zone when in A/C Power Failure.
  • Initiates fire incident reports; provides incident numbers, time, responding units, etc. to the responsible Fire Station after each emergency. Uses a Commercial Off-The-Shelf (COTS) Management Information System (MIS) such as Emergency Reporting.
  • Communicates via radio or telephone to surrounding mutual‑aid Fire Departments and EMS providers as needed and/or directed by Incident Commander.
  • Maintains cleanliness of workstations, restroom, locker/kitchen area and dispatching areas.
  • Determines the nature of the phone call and may transfer caller to the appropriate Public Safety Answering Point (PSAP) upon determining the location of the incident.
  • Obtains, verifies, and records the location of the emergency, the name of the caller, the nature, severity and current status of the emergency, and other appropriate information to secure a full assessment of the circumstances.
  • Operates automatic number identification (ANI), automatic location identification (ALI), telecommunications devices for the deaf (TTY/TDD) or other electronic devices to obtain and verify required data.
  • Maintains a reassuring and calming manner with caller to obtain required information; persuades callers to stay on the line.
  • In response to medical emergencies, provides guidance using the APCO EMD protocols until arrival of professional medical assistance.
  • In non‑medical emergencies, provides precautionary instructions and advice to help ensure the personal safety of persons and/or minimize loss of property, pending arrival of fire, police and other assistance.
  • Refers non‑emergency situations to other appropriate public or private agencies; may dispatch non‑emergency personnel or equipment.
  • Assists in training new trainees under the supervision of the shift supervisor.
