Overview

Lead Alarm Monitor (Part-Time). This position requires an active US DoD-issued CAC card or the ability to obtain one to be considered. The role provides professional, courteous, efficient and effective emergency and non-emergency communications for soldiers, family members, citizens and visitors. Mid Shift: 12 a.m. – 8 a.m. (Saturday, Sunday, and Monday).

Estimated Starting Salary Range for Lead Alarm Monitor: $20.14 per hour

• Lead Alarm Monitor oversees operation of assigned shift (3 other Alarm Monitors).
• The shift lead works with the COR/DES Supervisors to track down phone and radio recordings, response times and any other information needed to properly report an EXUM or Serious Incident Report if needed.
• Complies/supports all requirements of the Performance Work Statement (PWS).
• Monitor and operate multiple channel trunked radio system. Operate commercial intrusion detection and fire alarm monitoring computer systems.
• Document emergency call and responder dispatch information in the CAD system.
• Document daily dispatches and movement of vehicles and equipment resources during routine and emergency response events. PST shall also record benchmark events during incidents in the CAD.
• Conduct the daily test of radio systems, emergency dispatch tones and emergency phones in accordance with SOP/GTA. PST shall record system deficiencies and make applicable notifications in accordance with SOP/GTA.
• Record fire and intrusion alarm tests manually as required.
• Forward all request for copies of recordings to the COR of the contract.
• Contact Regional Network Enterprise Center (RNEC) if trunked radio system and/or primary crash fails in accordance with SOP/GTA.
• Contact DES, ICIDS Administrator if ICIDS alarm system malfunctions.
• Notify support agencies for assistance as requested by emergency responders.
• Contact Directorate of Public Works (DPW) and Fire Department if fire alarms monitoring malfunction.
• Place work orders with DPW at the request of any First Responder and ICIDS Administrator.
• Upon receipt of five (5) continuous Kingfisher (KF) trouble alarms, submit a work order through DPW to have the fire alarm system checked/repaired.
• Submit a DPW work order for any ICIDS Zone when in A/C Power Failure.
• Initiate fire incident reports; provide incident numbers, time, responding units, etc. to the responsible Fire Station after each emergency. MIS such as Emergency Reporting will be used.
• Communicate via radio or telephone to surrounding mutual aid Fire Departments and EMS providers as needed and/or as directed by Incident Commander.
• Contractor personnel are responsible for the cleanliness of their workstations, restrooms, locker/kitchen area and dispatching areas.
• Determine the nature of the phone call and may transfer caller to the appropriate Public Safety Answering Point (PSAP) upon determining the location of the incident.
• Obtain, verify, and record the location of the emergency, the caller’s name, the nature, severity and current status of the emergency, and other information needed to secure a full assessment of the circumstances.
• Operate automatic number identification (ANI), automatic location identification (ALI), telecommunications devices for the deaf (TTY/TDD) or other electronic devices to obtain and verify required data.
• Maintain a reassuring and calming manner with caller to obtain required information; persuade callers to stay on the line.
• In response to medical emergencies, provide guidance using APCO EMD protocols until arrival of professional medical assistance.
• In non-medical emergencies, provide precautionary instructions and advice to help assure personal safety and minimize property loss pending arrival of fire, police and other assistance.
• Refer non-emergency situations to other appropriate public or private agencies, and may dispatch non-emergency personnel or equipment.
