Personal Financial Counselor, PFC

This position will provide personal financial services at assigned military installations. The role involves delivering the full breadth of personal financial counseling services to military service members and their families, including education, counseling, briefings, presentations, and referrals to external resources as needed. The counselor works closely with installation and military branch points of contact to ensure the program meets scope and installation needs.

• Provides personal financial counseling and management services directly to service members and their families.
• Assists service members in establishing a spending plan for extended absences.
• Develops and makes available informational financial materials to service members and families.
• Coordinates, publicizes, and delivers a wide variety of Personal Financial Management classes and workshops covering topics across the military lifecycle (e.g., arrival at first duty station, pre- and post‑deployment, and career events outlined in DoDI 1322.34).
• Responds to requests for age‑appropriate classes or seminars.
• Utilizes virtual counseling and other electronic communication modes such as web‑based chat or video teleconference when authorized by the OSD FINRED Program office.
• Manages duty‑to‑warn situations according to Department of Defense protocol.
• Communicates with leadership and participates in regular supervision, sharing information about trends and issues on the assigned installation.
• Participates in in‑services, training, quality improvement committees, or other contract activities as assigned.

• Bachelor's degree required; associate degree plus 4 years’ experience, or high school diploma plus 6 years’ experience may be considered in lieu of a bachelor's degree.
• 3+ years of financial counseling experience.
• Must be a U.S. citizen and speak fluent English. Bilingual proficiency in English and Spanish is required if contract specifies.
• Must obtain a favorably adjudicated Tier 2 investigation.
• Must successfully pass the Conformityally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
