Housing Manager

Responsibilities

• Review various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
• Evaluate the management of the Rental Partnership Program and Utility Deposit Waiver Program.
• Study area ordinances and regulations governing community life and recommend new ordinances, regulations or amendments to improve housing administrative policies.
• Analyze and prepare statistical data for a variety of reports.
• Assist in Basic Allowance for Housing (BAH) data collection and report submission.
• Assist in developing overall installation plans and procedures for barracks sustainment, including restoration, modernization, and/or replacement projects.
• Maintain and monitor the enterprise Military Housing (eMH) database.
• Evaluate management, maintenance, and operating costs of project finances (including furniture and appliances), development, and construction.
• Arbitrate resident issues not resolved by the local landlord or Residential Communities Initiative Community Manager, making determinations on exceptions for residents, tenant commanders, developer partners, and other interested parties.
• Advise chain‑of‑command on all aspects of the installation housing program and submit necessary reports and briefings.
• Serve as the Contracting Officer Representative (COR), responsible for day‑to‑day management of contracts supporting housing functions as required or appointed.

• Subject to a background investigation to determine suitability for Federal employment.
• Require a valid state driver’s license in one of the 50 U.S. states or territories to operate vehicles.
• Require pre‑employment financial disclosure and annual disclosure in accordance with DoD Directive 5500‑7‑R (OGE Form 450).
• Require a temporary duty (TDY) or business travel of 5% of the time.
• Subject to a one‑year probationary period unless previously granted that status under 5 CFR Part 11.

Specialized experience
: one year of specialized experience that includes:

• Conducting inspections to ensure habitability and compliance with policies and standards.
• Assisting in the development of plans for housing restoration, modernization, and/or replacement projects for the installation.
• Managing contractual agreements to ensure technical direction and contract performance in compliance with the installation’s mission.

OR education:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher‑level graduate education in a field demonstrating the knowledge, skills, and abilities necessary for the position (e.g., Housing Management or Facility Management).

OR a combination of education and experience that meets at least 100% of the required percentage calculation.
