Position: Site Safety and Health Officer (Contingent Upon Contract Award) - Fort Carson, C

Position Summary

Site Safety and Health Officer (SSHO) – Contingent upon contract award. This role is assigned to a large government healthcare facility program, including a hospital. The SSHO is responsible for the safety and health program, providing employees and customer personnel with a safe and healthful workplace that promotes the prevention of injuries and damage or loss to property and the environment.

The SSHO monitors all Operations & Maintenance activities, leads other safety personnel on safety matters, adheres to EM 385-1-1, supports development of health and safety policies and programs, advises and instructs on various safety-related topics, conducts risk assessments, and enforces preventative measures.

Key Responsibilities
  • Monitoring all O&M activities supported as part of the contract, including work conducted by subcontractors. Ensure work is completed in compliance with contract requirements and applicable codes, regulations, and standards.
  • Reviewing existing policies and measures, organizing safety training, inspecting premises and work activities, investigating incidents, and preparing reports on occurrences.
  • Providing safety plans and approved Activity Hazard Analyses in accordance with EM 385-1-1 and all contract requirements.
  • Identifying hazards, ensuring compliance with legislation (OSHA, EPA), and promoting a culture of health and safety in the workplace.
  • Implementing accident prevention controls, and providing program management and technical guidance on diverse, high risk and/or complex hazardous conditions.
  • Working on‑site during at least the facility's normal duty hours.
  • Serving as the primary point of contact, responsible for all aspects of the management and administration of the company's safety management program.
  • Maintaining all required program documentation and applicable reports.
  • Designating, assigning, coordinating, and monitoring Alternate SSHOs, Designated Representatives (DR), and Competent Persons (CP) as required by the contractor's accepted Activity Hazard Analysis (AHA), especially when work assigned must be accomplished outside of normal duty hours.
  • Conducting staff training, safety briefings, and safety inspections.
  • Completing continuous education requirements to maintain safety competencies.
  • May require travel to other contract sites.
  • Other duties as assigned.
Qualifications, Education, and Experience
  • Five (5) years of continuous safety experience in supervising or managing general industry/construction/O&M, including managing safety programs or processes, or conducting hazard analyses and developing controls. Experience in a hospital, highly preferred.
  • Experience implementing safety programs per EM‑385‑1‑1, with evidence of formal training in EM‑385‑1‑1 highly preferred. Working experience with NFPA, EPA, TJC, OSHA codes and standards.
  • OSHA thirty (30)‑hour training certificate or training card (or course completion certificate if within ninety (90) calendar days of having completed training and card has not yet been issued).
  • Resume or certificates demonstrating, for a minimum of the last five (5) years, the applicant has maintained competencies through eight (8) hours of formal safety and health related training per year. A detailed description is required for any training for which a certificate is not available. Generic descriptions are not acceptable.
  • MUST BE ABLE TO PROVIDE COPIES OF ALL CERTIFICATIONS.
  • Experience in federal government contracting desired.
  • Excellent customer service, management, and employee relations skills.
  • Excellent verbal and written communication skills.
  • Ability to handle sensitive and confidential matters.
  • Ability to work independently and recommend solutions to problems.
  • Knowledge of Microsoft Word, Excel, Access, PowerPoint, and Project.
  • Superior attention to detail.
  • Ability to work in a fast‑paced environment while attending to multiple tasks and demands.
Communication

Must be able to communicate effectively with customer(s), direct and indirect staff, supervisors, and office personnel.

A background check and drug screening will be conducted for this position.
