Construction Manager, Department of State (Worldwide)
GPTech is seeking a Construction Manager to support the Department of State Engineering Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. This position will assist the Office of Construction Management (OBO) in building and renovating diplomatic facilities abroad. The Construction Manager will work closely with the Project Director of the DOS Bureau of Overseas Buildings Operations (OBO) Construction Management and provide leadership and guidance to the OBO project staff.
The role is located at the task order location.
- Implement a safety and accident prevention plan on each project contract.
- Review, monitor, and coordinate project safety issues with the OBO project contractor(s), the Post Occupational Safety and Health Officer (POSHO), and the OBOCM Construction Support Division Safety Officer (OBO/CFSM/CS) in accordance with U.S. Army Corps of Engineers’ Safety and Health Requirements Manual and host country requirements.
- Assist or manage OBO CM project contractors in planning, coordinating, evaluating, and scheduling work to meet quality, schedule, cost, and contract compliance standards.
- Interpret and explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, ensuring the Contracting Officer has sole authority to direct changes.
- Ensure contractors obtain all necessary licenses and permits and display documentation in the project files.
- Ensure contractors provide appropriate supervision and quality control inspections.
- Stay current on International Building Code and job specifications to determine construction methods.
- Provide quality assurance inspections and field verification of contractors’ quality control program.
- Supervise owner-sponsored field/laboratory tests to verify the contractor’s quality control program.
- Confer with supervisory personnel, Post clients, contractors, and design professionals to resolve work procedure, complaint, and construction problem matters.
- Receive contractor submittals, review for completeness, and determine the appropriate review team for acceptance.
- Evaluate contractor’s proposed submittal substitutions and make recommendations to the PD.
- Evaluate the necessity and accuracy of contractor change order proposals and prepare statements of work and independent government estimates.
- Review and evaluate design calculations and data from contractors from a construction engineering perspective.
- Ensure contractors maintain as-built documentation.
- Prepare drafts of responses to contractors and other organizations’ requests for information.
- Review contractors’ monthly payment requests for accuracy.
- Ensure materials for which payment has been requested are properly accounted for and stored.
- Maintain a daily project log as defined in the Construction Management Guidebook.
- Prepare a monthly CM progress report, publish and distribute it, maintain photo albums, and implement and monitor reporting in accordance with the Guidebook.
- Assist PD and/or POSHO in acquiring and utilizing local construction professionals and contractors.
- Support PD in all contract administration matters, including negotiation of modifications or claims and contract interpretation.
- Develop and maintain an inventory of property for domestic and overseas projects, complying with Department, Foreign Affairs Manual, and OBO/RM directions.
- Assist with development of presentations, special reports, and special projects related to engineering aspects of the overseas construction program.
- Participate in project meetings and conferences as appropriate, and prepare meeting minutes.
- Cooperate and coordinate with the Contracting Officer Representative (COR) and other CM and OBO staff members.
- Undertake other duties similar to those described above as assigned by the COR.
- Bachelor’s degree in construction management from an accredited U.S. university and a minimum of 7 years’ experience on similar scope and value projects.
