Advance the Brewers Association's state government affairs objectives, often working in concert with state brewers guilds. State government affairs coordinator works with BA staff, state brewers associations (guilds), and BA members on policy formulation, resource development, legislative and regulatory monitoring, facilitating communications among guilds, and supporting advocacy for desired legislative and regulatory outcomes.

  • Maintain regular contact with state guild boards and executive directors both to monitor state government affairs activities and to coordinate Brewers Association and guild government affairs programs.
  • Cultivate and maintain professional working relationships with guild executive directors and key representatives of other industry stakeholders (e.g., for state wholesaler associations, winery associations).
  • Monitor and track state legislative and administrative rule making activity, report to state guilds and Brewers Association staff on such activity and recommend possible priorities for state guild and Brewers Association efforts.
  • Where appropriate, organize and coordinate coalitions to advance government affairs objectives across multiple states or across multiple stakeholders within a state.
  • Assist Brewers Association Government Affairs staff and the Government Affairs Committee in developing state legislative priorities.
  • Formulate arguments and create advocacy materials in support of Brewers Association state government affairs objectives.
  • Support guild efforts to advance legislative and rule making objectives and coordinate with and in some cases retain and supervise outside consultants, where appropriate.
  • Help compile and maintain multistate databases on state alcohol laws and policies and ensure that such databases remain current as laws and policies change.
  • Where appropriate, prepare and submit written or oral testimony in support of pending bills or pending rule making projects.
  • Where appropriate, present at guild meetings and other gatherings to promote the Brewers Association and to provide the Association's perspective on various policy issues.
  • When traveling, visit with brewers and owners at member and lapsed-member breweries in the area to provide insights into BA's government affairs efforts and outcomes.

Requirements

This role is open to fully remote candidates if located outside of the Colorado Front Range. Employees based on Colorado's Front Range will follow a hybrid schedule, working onsite at our Boulder headquarters Tuesdays and Thursdays.

Skills, Knowledge and Abilities:

  • Ability to read, understand, and communicate proposed legislation to stakeholders required.
  • Strong self-motivation and ability work independently.
  • Curious mind and willingness to learn new things, particularly as the position will require the coordinator to develop a strong knowledge of the policy landscape of multiple states.
  • Proficient at preparing and maintaining accurate compilations that summarize bills, laws, rule making projects, and similar relevant subjects.
  • Ability to write persuasive talking points, legislative testimony, comments on pending rules, and other documents necessary for advancing government affairs objectives.
  • Skilled at reading and understanding legal documents (e.g., bills and rule making proposals).
  • Ability to make engaging and persuasive oral presentations to state guilds, lawmakers, and regulatory bodies.
  • Adept with building professional relationships and maintaining cordial relations even when taking a position contrary to that of a professional contact.
  • Occasional travel, sometimes on short notice.
  • State government affairs and/or public policy experience preferred.

Travel Required:

  • Craft Brewers Conference and Tradeshow (location different each year) once per year
  • Hill Climb in Washington, DC once per year
  • Occasional other trips (estimated at one/two per year) to states as needed to support legislative efforts, present at guild functions, etc.
