Overview

TRC is seeking a Wetland Scientist/Project Manager to join our successful Permitting, Planning and Licensing team in Colorado or surrounding states. This position requires an interdisciplinary, technical, and regulatory specialist who will provide environmental project leadership for public and private sector clients. Successful candidates will be an energetic, flexible team player with mid to senior level experience to join our biological and natural resources team office as an environmental scientist to work on projects throughout the Western Region.

Typical projects include a wide variety of energy-related projects in sectors such as renewable energy (hydropower/wind/solar/storage), electric transmission, natural gas pipeline, transportation, infrastructure, and mining.

There is potential for a flexible working environment / work from surrounding states.

Responsibilities
  • Ability to prepare, review and implement natural resource survey plans (i.e. wetland delineations, wildlife surveys).
  • Perform sensitive species management, construction monitoring, environmental permitting, and technical writing.
  • Maintain up to date knowledge of biological and natural resource protocols, regulations, requirements, and best practices. Contribute technical expertise to project teams.
  • Assist with a mix of biological natural resource related field and office tasks and assure each assignment follows the project scope, schedule, and budget.
  • Effectively coordinate and manage natural resources related field work for multiple field crews, direct, and support other technical staff, interact in the field with clients, stakeholders, regulators, boards, and contractors. The candidate will also be expected to complete the preparation, implementation, and/or management of proposals, budgets, reports, schedules, reviews, safety policies, quality control and invoicing.
  • The position will entail short-term and long-term field assignments; therefore, the candidate must be willing and physically able to travel and work outdoors in rough and remote terrain under challenging environmental conditions; and have a valid driver's license and an acceptable driving record.
  • Interact successfully with agency, client, and internal team personnel.
  • Candidates may also assist other project managers with permitting and managing projects at the federal, state, and local levels.
Qualifications
  • We seek appropriately qualified candidates with a minimum of 12 years of applicable experience with a bachelor’s or master’s degree in forestry, botany, biology, wildlife, fisheries, natural resources, wetland science or related field.
  • Clear and concise technical writing and communication skills are mandatory.
  • Excellent data collection skills and work with GPS and ArcGIS equipment.
  • Ability to understand and observe scope, schedule, budget, and quality while meeting client needs.
  • Ability to support business development efforts including preparing proposals, delivering presentations, and participating in meetings with clients.
  • Able to effectively coordinate field work, direct and support other technical staff, and interact with clients, stakeholders, and contractors.
  • Maintain a positive attitude and deliver exceptional client service and leadership, while sometimes working under aggressive schedules and with controversial projects.
  • Experience with federal and state wetland and environmental permitting (401 Water Quality Certification, Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, etc.). Candidates should have familiarity with key federal and state environmental statutes and regulations including the U.S. Endangered Species Act, Migratory Bird Treaty Act, National Environmental Policy Act (NEPA), and Clean Water Act.
  • Experience working with a range of government agencies such as the U.S. Army Corp of Engineers, Bureau of Land Management, U.S. Forest Service, Indian Lands, U.S. Fish and Wildlife Service, State fish and game departments and other Federal and State Agencies.
  • Experience with preparing technical reports, permit applications, and mitigation monitoring plans.
