Verifying Official (VO)/ Operator, USARC DEERS/RAPIDS

Summary: The Verifying Official (VO) provides administrative support services to the US Army Reserve Command (USARC) G-1, processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). The VO is responsible for the accurate and timely verification and issuance of DoD Common Access Cards (CACs) and Uniformed Services Identification Reproductions (USIDs) in compliance with DoD policy directives.

Key Responsibilities:

  • Provide administrative support to the USID Card Office during designated hours.
  • Maintain accountability, control, verification, and issuance of USIDs and CACs for active duty military, reserves, National Guard members, retirees, families, dependents, and other eligible recipients.
  • Process identification issuance requests and support the Government’s issuance of identification badges for building and system access.
  • Operate USARC’s USID Card Issuance Systems, verify information, and conduct background checks with 100% accuracy.
  • Perform all required USID and CAC issuance verification tasks, including researching source documents, verifying eligibility, and discussing entitlements per regulations and the RAPIDS Training Guide.
  • Ensure all contractor personnel staffing RAPIDS workstations are certified as VOs.
  • Protect privacy and confidentiality of data on RAPIDS terminals.
  • Verify the identity of card recipients before entering applicant data in RAPIDS.
  • View and scan documents that establish eligibility before entering data into DEERS or issuing .
  • Enter DoD sponsor and family member information, issue DoD  using RAPIDS workstations, suspend privileges, and update DEERS as needed.
  • Process and complete DEERS/RAPIDS input and updates accurately and timely, maintaining required records.
  • Operate DEERS RAPIDS equipment to update and maintain electronic and paper filing systems for CAC statistics and other related data.

Required Qualifications:

  • High school diploma (or equivalent) with at least one year of customer service experience, preferably in an HR-related position.
  • Ability to perform various administrative tasks and exercise discretion.
  • Proficiency in oral and written communication; working knowledge of Microsoft Word, Outlook, and basic office equipment (computers, copiers, fax machines, scanners).
  • Successful completion of RAPIDS certification as required by PWS 1.16.

Clearance: An Active SECRET Security Clearance is required for all positions located at USARC G-1 (Fort Bragg, NC); all other positions require a National Agency Check with Inquiries (NACI) Tier 1 investigation and background check.
