Job Description
The Senior Proposal Manager is responsible for leading and managing the development of competitive proposals for federal government, state and commercial customers and ensuring compliance with solicitation requirements while delivering compliant, compelling and high-quality submissions. The Proposal Manager reports directly to the Senior Director of Proposal Operations.
Duties and Responsibilities- Lead and coordinate the end-to‑end proposal development process, including analyzing Requests for Proposals (RFPs), SF330s, Requests for Information (RFIs), and other solicitation documents.
- Lead all proposal activities, including managing proposal personnel, proposal schedules and deadlines, and monitoring the progress of the proposal.
- Collaborate with internal stakeholders, including technical teams, subject matter experts (SMEs), contracts specialists, subcontracts and procurement, talent management and business development teams to gather and integrate information.
- Ensure all proposals adhere to solicitation and federal acquisition regulations (FAR/DFARS) requirements.
- Develop, write, and edit proposal content, including executive summaries, technical volumes, past performance, management plans, and cost narratives.
- Develop and maintain proposal schedules, outlines, compliance matrices, and review plans to ensure timely and accurate submissions.
- Manage proposal color review process (Blue, Pink, Red, Gold teams), ensuring rigorous review of proposal documents to confirm accuracy, consistency, and alignment with solicitation requirements and capture strategy.
- Manage color review assignments ensuring leadership participation.
- Manage feedback documentation assembly and dissemination to proposal team and adjudication and disposition of feedback and recommendations.
- Continuously refine and improve proposal development processes, tools, and templates to enhance efficiency and effectiveness.
- Implement AI proposal tools as appropriate in proposal development.
- Support other Proposal Operations activities (e.g., content databases, SharePoint library management, and branded process refinement etc.) as needed.
- Manage directly or work with external oral coach to lead proposal and operations team through presentation development and oral rehearsals.
- Create outline and framework for oral script and manage teams through script development.
- Manage graphics artists through presentation and other collateral development.
- Coordinate internal and external resources (oral coach, technical, management, graphics, specialty) to ensure compliant, compelling presentation development and delivery.
- Bachelor's degree with a concentration in business administration or related field or equivalent, relevant work experience.
- Minimum of 10 years of experience in proposal management.
- Proven track record of managing and winning proposals $100M and above.
- Thorough understanding of and ability to incorporate competitive analysis, customer analysis, win strategy development, and price‑to‑win analysis.
- Experience with proposal automation tools and generative AI solutions.
- Comprehensive understanding of federal contracting processes, FAR/DFARS regulations, and government procurement practices.
- Exceptional writing, editing, and communication skills.
- Strong organizational and project management abilities with attention to detail.
- Ability to manage multiple proposals simultaneously and prioritize competing projects.
- Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills.
- Advanced working knowledge with Microsoft Office, SharePoint, Adobe, Teams.
- Experience on Base Operations and Security Services MATOCs.
- APMP / Shipley certifications.
- MS Project, Visio experience.
- Work involves sitting and standing for prolonged periods of time.
- Work is normally performed in a typical interior/office work environment; travel within the United States is required.
