Construction Project Manager
IEM is seeking an individual to fill the full-time role of Construction Project Manager. The Xactimate-Certified Construction Project Manager conducts property inspections, documents disaster-related damage, and develops repair scopes and cost estimates in support of CDBG-DR housing recovery programs. This role ensures all inspections, documentation, and estimates are accurate, consistent, defensible, and compliant with federal program requirements. Candidates must hold Xactimate certification and a current license or certification in adjusting, building inspection, or a related field.
The position requires regular fieldwork and travel across South Florida, including inspections, re-inspections, and applicant interactions. Success in this role requires the ability to operate effectively in a fast-paced, deadline-driven environment with strong attention to detail.
Primary
Location:
- Live anywhere in the United States but must be willing to relocate to South Florida for the life of the project.
- Work will take place either in the field, in an office environment, or personal office / at home and will depend on the need of the project.
- Preferred candidates will currently live in South Florida
Travel Requirements:
- This position will require travel to complete work assignments or attend meetings.
- Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.
Essential Functions:
- Oversee daily construction activities for CDBG-DR projects across housing, infrastructure, and public facilities in Fort Lauderdale
- Support construction delivery strategies, schedules, staffing plans, and field coordination
- Monitor projects from scoping through construction, inspection, and closeout
- Ensure compliance with program guidelines, contracts, budgets, and performance goals
- Serve as the primary liaison for contractors, inspectors, engineers, and program staff
- Manage contractor performance, schedules, quality, and compliance
- Lead site visits, meetings, inspections, and closeout activities
- Resolve delays, scope issues, and field challenges; escalate risks as needed
- Review scopes, estimates (including Xactimate), plans, and proposals for accuracy and cost reasonableness
- Coordinate scope alignment and resolve discrepancies
- Manage and approve change orders and support invoice and payment reviews
- Maintain complete documentation for compliance and audit readiness
- Ensure construction meets approved scopes, codes, HUD/CDBG-DR requirements, and program standards
- Coordinate inspections, punch lists, and corrective actions
- Enforce compliance with federal regulations (2 CFR 200, Davis-Bacon, Section 3, environmental and procurement requirements)
- Identify and resolve compliance risks, safety concerns, and deficiencies
- Track project status, milestones, costs, and contractor performance
- Support reporting, dashboards, and executive updates
- Identify risks to schedule, budget, or compliance and recommend improvements
- Collaborate with City staff, property owners, contractors, and stakeholders
- Support meetings, site visits, and resolution of complaints or escalations
- Communicate project status clearly while maintaining compliance and customer focus
Minimum Qualifications:
- Experience: Significant experience managing construction projects, construction teams, contractors, inspections, scopes of work, budgets, and schedules.
- Experience preparing Xactimate estimates, repair scopes, quantity takeoffs, field notes, sketches, and inspection documentation.
- Experience supporting CDBG-DR, CDBG-MIT, FEMA, HUD, insurance recovery, or other federally funded disaster recovery programs.
- Experience supporting federally funded programs, disaster recovery programs, public-sector construction, housing recovery, infrastructure projects, or comparable grant-funded construction initiatives.
- Active Xactimate certification
- Knowledge of construction management principles, field coordination, cost estimating, inspection protocols, project documentation, change order management, and contractor oversight.
- Ability to review scopes, plans, specifications, estimates, progress reports, invoices, and closeout documentation.
- Strong understanding of construction quality control, safety expectations, building codes, permitting, and field issue resolution.
- Ability to manage multiple projects, contractors, deadlines, and stakeholder priorities simultaneously.
- Proficiency with Microsoft Office, project tracking tools, and electronic document management systems.
Preferred Qualifications:
- Direct experience with CDBG-DR, CDBG-MIT, CDBG, FEMA, HUD-funded housing, infrastructure, mitigation, or public facilities programs.
- Experience working with local governments, municipal departments, public works, housing recovery programs, or disaster recovery implementation teams.
- Familiarity with HUD environmental review requirements, labor standards, Section 3, procurement, duplication of benefits, cost reasonableness, and federal recordkeeping requirements.
