Position: DVOP GOVERNMENT OPERATIONS CONSULTANT II - 40034233

The Disabled Veterans’ Outreach Program (DVOP) Specialist will provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor.

This is a veteran‑funded position. Appointment to this position must be made in the order of preference provided by Public Law 100‑323: first qualified service‑connected disabled veterans, then, if no such disabled veteran is available, qualified eligible veterans, and if no such eligible veteran is available, qualified persons as defined in 38 U.S.C.. Applicants claiming veteran's preference must provide a copy of their DD‑214 and a current statement of disability from the Veterans Administration before the closure of the job announcement.

Your Specific Responsibilities
  • Comprehensive and specialized assessments of skill levels and service needs.
  • Development of individual employment plans to identify employment goals, appropriate achievement objectives, and an appropriate combination of services for the participant to achieve the employment goals.
  • Group career counseling.
  • Individual counseling and career planning.
  • Short‑term pre‑vocational services, such as development of learning, communication, interviewing skills, MOS conversion for resume assistance, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidised employment or training.
  • Coordinate with Department of Veteran Affairs Vocational Rehabilitation and Employment (VRE) counsellors to provide case management assistance to VRE (Chapter 31) special disabled Veterans and other Veterans with qualified barriers to employment.
  • Provide outreach to local organisations – including local colleges, technical training centres, apprenticeship programmes, and community‑based non‑profit organisations – to educate the organisations serving Veterans on how to identify Veterans with qualifying barriers to employment, and assist and refer Veterans to the Disabled Veterans Outreach Program Specialists located at the Career Centres.
Required Knowledge, Skills, and Abilities
  • Ability to promote and market the Career Center.
  • Knowledge of the principles and techniques of effective communication and the ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
  • Knowledge of the basic principles of counselling and case management.
  • Working knowledge/experience using Microsoft applications, including Word, Excel, and PowerPoint.
  • Skilled in group presentations, workshop instruction, and/or facilitation.
  • Ability to work effectively as part of a team.
  • Ability to utilise problem‑solving techniques.
  • Ability to deal with the public in a tactful, courteous, and effective manner.
  • Ability to conduct effective interviews.
  • Ability to listen effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently by planning, organising, prioritising, and coordinating work assignments.
Qualifications
  • Applicants must submit the required military documentation prior to the closure of the job announcement.
  • Satisfactorily complete Jobs for Veterans State Grant (JVSG) training with the National Veterans Training Institute (NVTI) within 18 months of employment.
  • Degree in public administration, business administration, social services, or a related field, plus three (1–3) years’ experience in administration, management, or other related business services; this work may substitute for years of education.
  • Possess or be able to obtain certification as a Workforce Professional Tier 1 within 30 days of employment in the position.
  • Required to work some weekends or after regular work hours at job fairs or community meetings (once or twice per month).
  • Required to travel locally and must furnish own transportation.
