The ML2 project focuses on design, build, and commissioning of a Mobile Launch (ML) platform for NASA, located at Kennedy Space Center (KSC), Florida. The platform will provide a launch interface for the Space Launch System (SLS) and integrates with KSC launch site ground control systems.

Job SummaryThe Instrumentation & Controls Commissioning Engineer will support NASA's Mobile Launcher 2 (ML2) testing and commissioning program, focusing on instrumentation setup, calibration and testing activities. The Instrument Specialist reports to the I&C Lead and is capable of planning and executing defined work scopes, while adhering to safety, quality, ethical, and contractual requirements.
Major Responsibilities- Prepare Advanced Work Packages and development of Instrument Inspection & Test Records.
- Prepare Test Matrices to support Instrument ITR assignments within Team Works/Completions database.
- Assist with determining spare parts and support the development and expediting of required purchase requisitions.
- Prepare detailed startup test procedures and work packages for assigned system commissioning activities, coordinating with NASA/Comet engineering teams.
- Prepare Instrument specific Test Work Packages.
- Develop Instrument Calibration specifications/requirements and Instrument Installation Inspection Records.
- Interface with engineering, construction and NASA technical teams to ensure instrumentation systems meet design and performance requirements.
- Troubleshoot and resolve issues in analog and digital signal transmission, instrumentation wiring, and data acquisition systems.
- Prepare Instrument Calibration Requirements for analog, digital and optical/instrumentation based on best practices and vendor input.
- Perform Field Level Instrument Installation Inspections, Calibrations and Functional Tests.
- Perform subsystem walkdowns and manage closeout of punch list items.
- Prepare Job Hazard Assessments and Field Level Hazard Assessments.
- Support turnover package development (AWPs) and formal subsystem handover activities.
- Support loop checks, point-to-point verifications and functional testing of field instrumentation.
- Coordinate with supplier Technical Advisors to complete commissioning of vendor-supplied equipment, monitor TA activities, and manage budgeted TA time.
- Provide input to the I&C Lead to support project schedules, progress tracking tools (QURR, EVMS).
- Prepare design change and non-conformance documents per Bechtel procedures to document as-built conditions and resolve deficiencies.
- Supervise field manual craft as required and monitor performance against budget.
- Engage with customers, operations, and maintenance personnel while maintaining commercial awareness.
- Use Microsoft Word, Excel, Access and Bechtel Standard Applications (Setroute, Unifier, Team Works, etc.) in work execution.
- Develop Instrument Calibration specifications/requirements.
- Bachelor's degree in Engineering or related field with 8-10 years of related experience in testing and commissioning; or 12-14 years of related experience in lieu of a degree, including commissioning, testing, engineering, operations, maintenance, industry or military experience with at least 9 years of testing and commissioning experience.
- Minimum of 5-7 years of experience in instrumentation selection, testing, calibrations, and commissioning related to field instrumentation.
- At least 5 years of experience supervising and managing craft workers for commissioning activities.
- Physical requirements include extensive walking on a tight construction site, climbing ladders and scaffolding, use of fall protection and PPE, and working in elevated or confined spaces.
- Experience with low and medium voltage electrical systems.
- Knowledge of engineering systems, startup/operations, and applicable standards; experience in industrial Electrical Commissioning.
- Experience with Instrumentation & Control System interfacing/testing and subcontract package development and onsite management.
- Familiarity with Work Authorizations, Permitting and Lock-Out Tag-Out (LOTO) processes.
- Strong technical writing skills.
- Ability to pass pre-employment drug screen, physical, background check, and obtain NASA badge for access to KSC.
- Knowledge of electrical systems design, testing and operation principles.
- Understanding of safety standards and design criteria, including energy isolation management (LOTO) and NFPA-70E.
- Proficiency with Microsoft 365 (Excel, Word, Access).
- Willingness to travel to manufacturing facilities in the U.S. for factory acceptance testing and other activities.
