Job Title and Overview
Aviation - Expansion Project Administrator (EPA) – Development – Planning Division, Broward County Board of County Commissioners.
General DescriptionThe EPA will assist the Capital Project Management Administrator with the transition of advanced planning studies to the implementation and delivery phase. The EPA will provide technical review and manage projects such as procurement and design for master plan projects; project construction phasing and implementation; operational readiness, activation, and transition (ORAT) planning and program implementation; development of opening day strategies; and system integration and verification.
The EPA will also lead the development of airport standards for upcoming high-profile projects identified in the 2020 Airport Master Plans.
- Preparing Board agenda items to solicit and negotiate professional services and amendments to professional service agreements.
- Developing or revising policies associated with the coordination, tracking and reporting of program progress.
- Developing procedures and performance standards for processes related to Program.
- Providing technical direction to consultants, designers, project managers and other staff involved in the Program.
- Preparing, estimating and controlling budgets and providing budget reports.
- Coordinating all project resources.
- Assembling key personnel for projects.
- Coordinating with various local, state and federal agencies.
- Performing other duties as assigned.
- Managing with multi-agencies staff the scoping, preparation, permitting, and expeditious execution of construction and design consultant contracts; performing quality review of engineering plans, designs, specifications, pay requisitions, work authorizations, and other construction contract documents.
- Managing, developing, mentoring and advising subordinate project managers to ensure professional growth, adherence to policies, and timely work completion; preparing and administering the Regional Capital Program Budget and Operating Budget.
- Providing technical process information and regulatory compliance recommendations to management and operations staff; preparing initial cost estimates for each project; preparing and monitoring agenda items for award of contracts.
- Preparing and securing all prerequisites from consultants or contractors for issuance of a Purchase Order to begin work.
- Reviewing and approving pay applications, change orders, amendments to contracts and agreements; reviewing and approving design and construction schedules; planning, coordinating and directing the work of subordinates as required.
- Reviewing staff work; performing analysis and preparing reports to senior management.
- Developing contracts and grants policies, procedures, and schedules; performing contract management/administering for absent staff; developing an analysis of timeline schedules of common work activities.
- Reviewing data on the agency’s existing work order system; reporting discrepancies; making recommendations for collecting and entering data; evaluating and reviewing reports and documents for correctness, completeness and timeliness; counseling consultants/contractors regarding county requirements and procedures; aiding and assisting county and consultant staff as needed.
- Performing related work as assigned.
- Work experience in aviation, governmental services, consulting or similar field.
- Demonstrated knowledge of and/or experience with project management.
- Proven ability to quickly deliver development projects such as terminal projects, functional drawings, conceptual drawings and presentation materials within extremely tight business deadlines.
- At least three additional years of experience from the minimum qualifications identified for the position.

Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management or closely related field.
Requires four (4) years of experience overseeing contracts in architecture, engineering, and/or construction management which involved design/construction projects or closely related experience.

Preferences- Master's Degree in Planning, Civil Engineering-Construction, Engineering, Architecture, Aviation or closely related field.
- Doctoral Degree in Planning, Civil Engineering-Construction, Engineering, Architecture, Aviation or closely related field.
- Professional Engineer (PE), Professional Geologist (PG), Geographic Information System Professional (GISP), American Institute of Certified Planners (AICP) or Registered Architect (RA).
- Any Airport related FAA/AAAE/ACI Certificate.
- Related certificate or license in Project Management, Construction or related field.
- 2+ years of experience in aviation-specific environment.
- 2+ years of experience working in Project Management.
