Position

Duties & Responsibilities

This grant‑funded position is assigned to the Broward County Health Department and is primarily responsible for leading the Opioid to Action (OD2A) Grant activities. The incumbent will coordinate a multi‑pronged, multi‑sector approach to access high‑quality, complete, and timely data on opioid prescribing and overdoses through enhanced surveillance activities. The primary focus is to use data to inform targeted prevention and response through integrated planning and partnerships.

Key duties include:

  • Partnering with 20 emergency departments, Broward Sheriff’s Office, Office of the Medical Examiner and Trauma Services (OMETS), and EMS providers to increase the use of shared data systems, enhance surveillance, and provide investigations by trained epidemiology staff.
  • Enhancing the Prescription Drug Monitoring Program (PDMP) and providing navigation to care and implementing evidence‑based policies and procedures.
  • Leading the Overdose Fatality Review and educating the medical community, youth, and families on opioid use, including a targeted social marketing campaign.
  • Engaging in supervisory responsibilities: communicating with, motivating, training, evaluating staff, and planning and directing employee work.
  • Developing performance expectations, conducting regular performance discussions and reviews, maintaining vacation and work schedules, and ensuring proper coverage.
Administration
  • Develop and monitor the OD2A budget, submit all required reports, assessments, surveys, and other documentation in an accurate and timely manner.
  • Serve as a Level 4 Budget Manager, preparing and monitoring the annual budget for the program area, reviewing OCA budgets, completing EARs, and making necessary budget adjustments.
  • Issue Purchase‑Card for emergency and non‑emergency Department‑related expenses.
Planning
  • Support collaboration between project staff and stakeholders from coalitions, committees, and councils focused on reducing injury and death.
  • Facilitate partnership activities, meetings, develop and distribute communications materials, gather information, and maintain records of correspondence, meetings, and activities.
  • Work with local, state, and federal agencies on joint planning as required.
Performance Excellence

Oversee all performance excellence activities for the OD2A, including entering and monitoring performance metrics in Active Strategy Enterprises.

Program

Lead surveillance and prevention program components such as:

  • Surveillance of illicit opioid supply and innovative morbidity/mortality surveillance.
  • Improving PDMP functionality, state‑local integration, and linkage to care through DCF partnership.
  • Supporting providers and health systems through assessments of substance abuse/behavioral health service providers.
  • Implementing School‑Health/Public Safety Partnerships to increase capacity of school nurses.
  • Preventive outreach and communication activities.
  • Innovation projects based on novel harm reduction techniques.

The Program Manager will provide oversight and supervision for the Prevention Component of the grant funded program, including oversight of the Peer‑to‑Peer Learning Coordinators and contracted components.

Performs other duties as assigned.

Minimum Qualifications
  • Willingness to work before, during, or beyond normal work hours or days in the event of an emergency.
  • Current authorization to work in the United States without employer sponsorship.
  • Daily in‑office or field work required.
  • Valid driver’s license and access to an automobile for work purposes.
  • Experience supervising paid staff.
  • Experience managing a federal grant over $1 million.
  • Experience managing a budget over $1 million.
  • Experience overseeing contracted providers.
  • Experience managing a Public Health or Prevention Program.
  • Experience in overdose prevention.
  • Experience serving on or leading community coalitions.
