The Broward County Board of County Commissioners is seeking qualified candidates for an Environmental Project Coordinator to support the Environmental Permitting Division.

General Description:

The purpose of this class within the organization is to perform and coordinate large-scale environmental programs and/or projects with responsibilities that include research, planning, environmental permitting, project implementation, data analysis, IT integration, and compliance, or a combination of multiple of these areas of responsibility.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum

Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in environmental planning, environmental science, biology, ecology, natural resources management or closely related field.

Requires two (2) years in environmental/natural resource programs or closely related experience, including one (1) year of lead work/supervisory experience.

Special Certifications and Licenses:

Must possess and maintain a valid Florida Class E driver's license for duration of appointment.

Preferences:

• Master's Degree in environmental science, biology, ecology, natural resources management or closely related field.
• PhD Degree in environmental science, biology, ecology, natural resources management or closely related field.
• Professional Wetland Scientist.
• FDEP-Certified Wetland Evaluator.
• Board-Certified Environmental Scientist.
• Professional Soil Scientist.
• ISA-Certified Arborist, or Certified Florida Landscape Inspector.
• OSHA Hazwoper Certification.
• 1 year experience in Broward County, or SFWMD, or FDEP, or USACE rules and regulations regarding aquatic and wetland resources and environmental resource permitting, or 1 year experience with Broward County and/or municipal tree preservation ordinance.
• 1 year experience wetland mitigation design and construction, including the Uniform Mitigation Assessment Method and criteria for wetland jurisdictional determinations.
• 1 year experience in Field Inspection Techniques and Reporting.
• 1 year experience in POSSE.
• 1 year experience in State or Federal database systems (PA, RegDB).
• 1 year experience in GIS.

Scope of Work:

Duties and Responsibilities:

Assists program manager overseeing and coordinating the day-to-day operation of the Aquatic and Wetland Resources (AWR) Program and the State-delegated Environmental Resource Permitting Program to ensure projects are reviewed and processed in accordance with regulatory and policy time frames. Coordinates between the Surface Water Management Program and the Aquatic and Wetland Resources Program when issuing the delegated State Environmental Resource Permits (ERP) and the U.S. Army Corps of Engineers' 404 State Programmatic General Permit (SPGP), and ensure projects are reviewed in accordance with regulatory time frames.

Acts as a liaison with other local, State (FDEP), and federal (ACOE) entities with jurisdiction over environmental licensing and permitting. Coordinates, reviews, and QA/QC's issuance of Environmental Resource licenses/permits and SPGP's. Trains AWR Program staff in the processing of Environmental Resource License (ERL), SFWMD/FDEP ERP, Environmental Resource General License, SPGP, and Jurisdictional Wetland Determination applications, to ensure the projects meet the technical standards for issuance, and comply with the rules and regulations of County's Pollution Control Code, and state and federal rules and regulations.
