- Roles and Responsibilities (14 CFR Part 119 Required Management Position)

Position Overview The Chief Pilot is a required management position under 14 CFR Part 119.65/119.69 for certificate holders conducting operations under Part 135. The Chief Pilot reports to the Director of Operations and shares in the exercise of operational control as delegated. This position is central to maintaining flight crew standardization, proficiency, and compliance across all EMS flight operations.
1. Regulatory Compliance & Operational Control
• Exercise operational control functions as delegated by the Director of Operations in accordance with the REVA’s Operations Specifications (OpSpecs) and General Operations Manual (GOM).
• Ensure all flight operations comply with 14 CFR Parts 119, 135, and applicable EMS-specific requirements (e.g., 135.601–135.607 for helicopter EMS, if applicable, or fixed-wing equivalents).
• Serve as a required management representative accountable to the FAA for pilot qualification, training, and standardization matters.
• Maintain familiarity with and ensure crew compliance with flight, duty, and rest regulations (14 CFR Part 135 Subpart

F).2. Pilot Qualification & Training Oversight
• Ensure all pilots meet qualification requirements under 14 CFR 135.243 (PIC/SIC qualifications) prior to line assignment.
• Oversee initial, upgrade, recurrent, and differences training programs in coordination with the Training Manager/Department.
• Ensure completion and currency of required checks: competency checks (135.293), instrument proficiency checks (135.297), and line checks (135.299).
• Approve and monitor Check Airmen and Instructor Pilots; ensure their qualifications remain current per 135.337/135.338.
• Review and validate training records for audit readiness and regulatory compliance.
3. Standardization
• Establish and enforce standard operating procedures (SOPs) across the pilot group to ensure consistency in flight operations.
• Conduct or oversee line checks and cockpit standardization evaluations.
• Address and resolve non-standard practices or procedural deviations identified through line checks, FOQA (if applicable), or safety reports.
• Maintain and update the GOM/FOM sections related to pilot procedures in coordination with the Director of Operations.
4. Crew Scheduling & Roster Oversight
• Coordinate with Flight Operations/Scheduling to ensure adequate staffing of qualified, current pilots to meet EMS mission demands (often 24/7/365 coverage).
• Monitor pilot duty time, flight time limitations, and rest requirements to prevent fatigue-related risk.
• Approve exceptions or address scheduling conflicts that could affect qualification currency.
5. Safety Management System (SMS) Participation
• Actively participate in the REVA’s SMS, including hazard identification, risk assessment, and safety reporting review related to flight crew performance.
• Investigate pilot-related incidents, irregularities, or safety reports and recommend corrective action.
• Serve as a resource in Safety Review Board / Safety Action Group meetings.
6. Pilot Discipline, Performance & Records
• Monitor pilot performance and conduct or delegate performance evaluations.
• Address performance deficiencies through remedial training, retraining, or, when necessary, removal from line operations pending requalification.
• Maintain accurate, audit-ready records of pilot qualifications, training, and checks per 14 CFR 135.63.7. Regulatory Liaison
• Serve as a primary point of contact with the FAA (POI/CHDO) on matters of pilot qualification, training program approval, and standardization.
