About the Position

This is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions must adhere to U.S. Code, Title 10, and Department of Defense Instruction 1400.25. The position is located at the U.S. Cyber Command in Fort Meade, Maryland. Cyber Excepted Service positions are not subject to the two-page resume limit;

Qualifications

To qualify, candidates must meet the education and/or experience requirements described below. Special emphasis is on one year of specialized experience demonstrating knowledge, skills, abilities, and competencies necessary for immediate success. Such experience includes:

Providing and conducting in-depth analysis with recommendations in solutions of operational problems and implementation of new or changed regulations, procedures, and analysis of automated systems internal controls; auditing automated internal to identify needs for change to enhance system capability; and performing a variety of internal audit assignments of advanced complexity requiring ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data.

Applicants must satisfy one of the following:

A. Degree

Degree in accounting, auditing, or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Combination of

Education and Experience

At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, including up to 6 hours of business law.

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

Completion of the requirements for a degree that included substantial coursework in accounting or auditing (e.g., 15 semester hours), but that does not fully satisfy the 24‑semester‑hour requirement of paragraph A; provided the applicant has: (a) successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined the applicant demonstrates a knowledge of accounting and related fields equivalent to a four-year degree;

and (c) the applicant’s education, training, and experience fully meet the specified requirements.
