Position Summary
The Records Specialist will support DISA's records management and automatic declassification mission. Depending on assignment, this individual serves either as a Records Specialist at DISA Fort Meade -- performing document processing, scanning, and disposition support -- or as a Declassification Reviewer at the NARA Interagency Referral Center, conducting classified record reviews under Executive Order 13526. The successful candidate applies solid working knowledge of document management and classified records handling to perform accurate, high-volume records processing in a secure environment.
This is a full-time, on-site position at a secure government facility (Fort Meade and/or NARA Archives II). An active Top Secret clearance with SCI eligibility and U.S. citizenship are required. For declassification-assigned positions, HRRDR certification and the ability to maintain CNWDI/RD/FRD access are required.
The Records Specialist performs the following core duties in support of the DISA records management and automatic declassification mission:
- Perform document scanning, indexing, metadata tagging, labeling, and disposition support for both physical and electronic records.
- For declassification-assigned work, conduct page-by-page reviews of classified records, identify other-agency equities, and support declassification referrals for Restricted Data (RD) and Formerly Restricted Data (FRD) in compliance with Executive Order 13526.
- For declassification-assigned work, update the Document Declassification Support System (DDSS) and support development of the DISA Declassification Guide.
- Contribute to meeting the minimum production standard of 20,000 records reviewed annually at 95% accuracy while maintaining zero security infractions.
- Identify, locate, retrieve, and properly label records following review to ensure accurate handling and disposition.
- Prepare status updates and page-count/referral reports as required by the Government.
Performance in this role is measured against defined production, accuracy, and security expectations. The specialist is responsible for sustaining high-volume throughput without compromising review quality or the integrity of classified information. Adherence to established quality control procedures, proper marking and safeguarding of classified materials, and timely, accurate reporting are essential to successful contract execution. All duties are performed on-site at secure government facilities in accordance with applicable federal records management directives and DISA operational guidance.
Required Qualifications- Clearance and Citizenship: Active Top Secret clearance with SCI eligibility, supported by a favorably adjudicated Tier 5 investigation; U.S. citizenship required.
- Experience:At least 3 years' experience in document management, records processing, scanning/indexing, or classified records handling.
- Technical Knowledge: Working knowledge of records handling and quality control processes.
- Physical Requirements: Ability to lift up to 50 pounds; for declassification-assigned positions, ability to perform duties in cold-temperature archival storage environments.
- Attributes: Strong attention to detail and accuracy in high-volume records processing.
The following qualifications are preferred and will strengthen a candidate's application:
- HRRDR (Historical Records Restricted Data Reviewers) certification -
- required for declassification-assigned positions
. - Experience with EO 13526 declassification, RD/FRD referrals, or the NARA Interagency Referral Center (IRC).
- Familiarity with the Document Declassification Support System (DDSS), NARA ERA/ARCIS, and SharePoint Online.
- Prior experience supporting DISA, NARA, or another federal records program.
- An Associate's or Bachelor's degree in a related field is required for this position. Advanced degree or equivalent experience substitutions may apply.
