Traffic / Civil Engineer - Facilities - Mid Level (Maryland)

Responsibilities
  • Develop traffic designs, construction plans and specifications, including design analysis, calculations, and cost estimates.
  • Conduct field investigations or studies and write reports.
  • Prepare Architecture-Engineer (A-E) or Design-Build statements of works, performance requirements, and cost estimates.
  • Perform design quality control of in-house and A-E traffic designs.
  • Conduct inspections of projects under construction, review construction submittals, answer contractors’ RFIs, and validate as-constructed drawings.
  • Perform routine and periodic inspections of facilities and make recommendations.
  • Attend and lead project meetings.
  • Coordinate among customers, architects, other design disciplines, O&M, and other stakeholders.
  • Manage and lead A-E contractors hired to perform engineering services.
  • Respond to operating facilities emergencies when engineering support is needed.
Job Summary

As an Engineering and Physical Science professional, you will use your skills to create systems and tools that enhance intelligence operations. You will advise, administer, and perform projects, such as planning, designing, and supporting the construction of specialized equipment, and ensuring adherence to engineering standards and principles. The NSA offers multiple areas of focus for facilities engineers, including architectural, civil, electrical, fire protection, mechanical, structural and traffic.

Qualifications
  • Degree in Civil Engineering, Structural Engineering, Transportation Engineering, Architectural Engineering, or Environmental Engineering. If the program is not ABET accredited, it must include specified coursework (differential and integral calculus and at least five of the 18 listed areas such as statics, strength of materials, fluid mechanics, hydraulics, thermodynamics, etc.).
  • Relevant experience in a civil engineering capacity (e.g., stormwater management, hydraulics, site development, transportation, geotechnical surveying, structures).
  • Experience with Civil Engineering Design software and computer-aided design and drafting, including reading design drawings. Project management experience is also valued.
  • Full Performance Entry:
    Bachelor’s degree plus 3 years of relevant experience, Master’s degree plus 1 year of relevant experience, or Doctoral degree with no required experience.
  • General skills: problem solving, critical thinking, interpersonal skills, partnering, customer service, accountability, continual learning, resilience, effective communication.
  • Desirable technical expertise:
    AutoCAD, Specs Intact, Auto Turn, PTV VISUM/VISSIM; site development/transportation planning systems; vehicle and pedestrian circulation with access control points; traffic signals and signage; parking; pavement design; technical standards (UFC, AASHTO, MDSHA, MUTCD).
Pay and Benefits

Salary is based on education level and relevant experience. Salary range: $105,262 – $153,082 (Full Performance). Training will be provided based on needs and experience. NSA offers a comprehensive benefits package.

Employment Conditions

This is a full-time position, Monday to Friday, with a basic 8-hour/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible). A two-year DCIPS trial period applies unless you are a veterans’ preference-eligible employee, in which case a one-year trial period applies. Upon completion of the trial period, continued employment requires a written certification that the performance advances the public interest.
