Financial Program Analyst – USFLEET CYBER COMMAND

Job Summary The COMPTROLLER DIRECTORATE is seeking a Financial Program Analyst to deliver fiscal stewardship, budget analysis, financial execution, and policy compliance for cyber command operations.

• Lead and perform critical fiduciary functions, including budget analysis, formulation, execution, and assessment.
• Conduct financial policy analysis, resource management, and risk estimation.
• Ensure funds are identified, planned, controlled, obligated, expended, accounted for, and recorded in the appropriate financial systems.
• Act as a role model for fiscal stewardship, integrity, accountability, problem solving, and audit readiness.
• Develop program budget estimates and phasing plans based on fiscal analysis to forecast funding requirements for specific financial programs.
• Analyze variances between financial execution rates (actuals) and budget projections (estimates) using multiple financial and non‑financial sources.

• U.S. citizenship.
• Determined suitable for federal employment.

• Successful completion of the E‑Verify employment verification check for new Department of Navy employees.
• Compliance with security clearance requirements: interim and/or final clearance prior to duty; MSP/PPP applicants must currently hold required clearance.
• Successful pre‑employment drug test (including marijuana); willingness for random testing.
• Successful completion of a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
• Ability to obtain a Financial Management Level II certification per DoD Instruction 1300.26 within prescribed timelines.

• Experience analyzing, evaluating, and implementing fiscal decisions based on financial data, program factors, and the Department of War (DoW) Financial Management Regulation (FMR).
• Experience entering a variety of financial transactions from entry to payment.
• Experience identifying and resolving suspense transactions such as civilian pay, reimbursables, G‑invoicing, or similar transactions.
• Experience performing complex financial operations in a team setting, including resolving problem disbursements.
• Experience generating written summaries of financial data to inform customers and management regarding funding status, policy compliance, and corrective actions.

This position falls under the Work Category PROFESSIONAL, Work Level FULL PERFORMANCE, Series GG‑0501‑13, and is a DoD Cyber Excepted Service (CES) personnel position. The role is covered by the Department of Defense Priority Placement Program and may include relocation or other incentive allowances. Candidates will undergo a probationary period and meet other statutory requirements.
