Team Lead – Counterintelligence
Provides senior-level leadership and subject matter expertise in support of USCYBERCOM J2X Counterintelligence activities. This role identifies, monitors, and assesses foreign intelligence efforts targeting U.S. persons, operations, technologies, and national security interests, including threats posed by emerging technologies. The Team Lead integrates all‑source counterintelligence analysis, operational planning, and interagency coordination to synchronize Offensive Counterintelligence Operations (OFCO) across the Department of War and the broader Intelligence Community, ensuring alignment with National and DoW Counterintelligence Strategies.
Key Responsibilities- Counterintelligence Analysis & Operational Integration: Identify, monitor, and assess foreign intelligence threats seeking to collect sensitive national security information on U.S. persons, activities, and interests; analyze threats posed by emerging technologies to U.S. operations, platforms, and critical infrastructure; conduct in‑depth analytic research and produce all‑source counterintelligence studies to inform operational and strategic decision‑making.
- Offensive Counterintelligence (OFCO) Planning & Synchronization: Coordinate, deconflict, and synchronize all Offensive Counterintelligence Operations (OFCO) in close collaboration with CCICA, USCYBERCOM J2X CI staff, and OFCO executors; ensure national‑level synchronization of OFCO activities and integration with non‑DoW Intelligence Community partners; serve as a CI planner responsible for identifying USIC reporting and analysis suitable for packaging into Concepts of Operations (CONOPs) for OFCO execution or enhancement of existing CI projects.
- Interagency & Strategic Engagement: Engage on behalf of USCYBERCOM J2X CI with U.S. CI officials in the National Capital Region (NCR) to advance the global OFCO portfolio; serve as the primary interlocutor for strategic integration of the DoW OFCO portfolio with the National Counterintelligence and Security Center (NCSC) in support of National and DoW CI strategies.
- Demonstrated experience and advanced counterintelligence certification integrating and cultivating strategic, proactive CI concepts, principles, and techniques.
- Graduate of an in‑residence Fundamentals of Intelligence Analysis course or Military Service equivalent.
- Advanced CI training and subject matter expertise supporting operational and strategic CI missions.
- Proven ability to lead CI teams and coordinate across DoW and Intelligence Community partners.
- Experience supporting counterintelligence operations or serving as a CI desk officer.
- Experience supporting CI risk assessments, supply chain risk assessments, or CI support to Research, Development, and Acquisition (RDA).
- Prior experience as a CI agent or in support roles across CI collection, investigations, functional services, and operations.
- Experience supporting at least two of the four CI mission areas:
Countering espionage, international terrorism, and insider threats;
Force protection;
Defense Critical Infrastructure Program (DCIP);
Research, Development, and Acquisition (RDA) protection.
Master’s degree with 12 years related experience or a Bachelor’s degree with 17 years related experience. Degree desired in Intelligence Studies, Cybersecurity, Information Technology, or a related field.
Security Clearance LevelTop Secret, SCI eligible and ability to pass a CI polygraph.
