Position: SPACE OPERATIONS LEAD PLANNER AND INTEGRATOR

Position: SPACE OPERATIONS LEAD PLANNER AND INTEGRATOR (Future Plans) at U.S. Fleet Cyber Command (USFLTCYBERCOM) in Plans and Policy Directorate (N53).

Responsibilities
  • Serve as a SPACE OPERATIONS LEAD PLANNER AND INTEGRATOR in the Future Plans (FUPLANS) Division (N53), Plans and Policy Directorate (N5) at U.S. Fleet Cyber Command (USFLTCYBERCOM).
  • Serve as a subject matter expert on leveraging the analysis of intelligence products, commander’s guidance, campaign plans, Operations Plans (OPLANs), and Contingency Plans (CONPLANs) for the development of integrated space/cyber war plans.
  • Serve as subject matter expert for insights into strategic and operational‑level war military aspects of electronic warfare (EW), cyberspace, and space domains.
  • Lead operational planning teams and working groups tasked with developing comprehensive and integrated cyberspace, space, and EW plans.
  • Provide strategic and operational‑level support to efforts for targeting selection, validation, synchronization, and execution of cyber actions in support of space operations.
  • Analyze and conduct long‑range strategic planning and analyses based on target vulnerabilities and operational capabilities; and brief these planning efforts to senior leaders on a regular basis.
  • Advise division team members on the integration of Navy/DoD Intelligence Community (IC) standards and processes into targeting, assessments, and fires plans to address threat vectors and unclear vulnerabilities.
  • Research and clarify inputs from disparate internal and external sources to provide senior flag‑level leadership with strengths, weaknesses, opportunities, and threats (SWOT) analyses.
Requirements
  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E‑Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code § 3326.
  • Male recipients born after 12‑31‑59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain clearance may result in withdrawal of the job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 332, proficiency level ADVANCED; the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre‑employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if the candidate fails to attend the drug test appointment or fails the test. Random testing is also required.
  • Position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites; the employee must be able to travel on military and commercial aircraft for extended periods.
  • Must obtain and maintain a U.S. Passport.
  • Must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

  • Experience executing cyberspace, space, and signals intelligence operations.
  • Experience collecting, evaluating, and integrating data from multiple sources to support decision‑making and monitoring program performance.
