Sr. Knowledge Manager (Requirement Engineer)
Ennoble First is seeking a Sr. Knowledge Manager (Requirement Engineer) to support mission-critical intelligence operations de, MD. This position focuses on aligning knowledge management processes, technologies, and requirements management practices to improve information sharing, operational workflows, and analytic production across the Intelligence Community. The ideal candidate will bring experience supporting knowledge management initiatives within DoD or IC environments, with strong expertise in process improvement, requirements analysis, workflow optimization, and collaboration across technical and mission stakeholders.
Primary responsibilities include:
- Aligning processes and technology to enable effective information sharing by analysts and organizations for analytic production.
- Utilizing centralized and peripheral databases, content management, and records management systems to optimize workflow and data accessibility.
- Compiling reports on performance, usage metrics, and future requirements for existing knowledge management capabilities, including search, discovery, storage, retrieval of data, formal production, and taskings.
- Disseminate intelligence products across separate networks and portals to ensure information availability.
- Applying requirement management methodologies and best practices to assist in developing or reengineering processes while ensuring alignment with organizational mission needs and priorities.
- Acting as a liaison between J2 customers and IT/KM Requirements Analysts to integrate knowledge management requirements into the overall requirement management cycle.
- Identifying organizational customers and suppliers and documenting key processes and workflows as required.
- Designing, documenting, and assessing new processes while ensuring compliance with DoD and Intelligence Community policies and standards.
- Planning for new processes and associated technology changes to enhance operational effectiveness and mission support.
Required qualifications include:
- A bachelor's degree in Information Systems, Business, or a related discipline. Additional years of relevant experience may be considered in lieu of degree requirements.
- 8+ years of experience supporting knowledge management, requirements engineering, or related mission support activities.
- Active TS/SCI clearance with CI Polygraph required.
- Experience with knowledge management platforms, databases, and information-sharing tools within DoD or Intelligence Community environments.
- Experience documenting operational workflows, business processes, and mission requirements within DoD or Intelligence Community environments.
- Experience supporting enterprise content management, records management, or information-sharing platforms.
- Demonstrated ability to apply requirement management methodologies to improve operational workflows and mission alignment.
- Experience collaborating with cross-functional teams, including IT personnel, analysts, and senior leadership, to define and integrate knowledge management requirements.
- Strong verbal and written communication skills, including technical documentation and process design experience.
- Understanding of DoD and Intelligence Community policies related to knowledge management and requirements management.
Preferred qualifications include:
- Experience supporting Agile development or Agile program environments.
- Familiarity with cloud-based knowledge management solutions such as SharePoint Online, AWS, or Azure.
- Experience supporting process improvement initiatives and workflow automation efforts.
- Strong analytical and problem-solving capabilities.
- Experience supporting DoD or Intelligence Community stakeholders in operational environments.
- Hands-on experience with enterprise knowledge management tools and methodologies.
- Understanding of IT systems, data governance, and information lifecycle management principles.
Pay range: $75,000–$120,000. The Ennoble First pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
