Description:
The Collection Manager (CM&D) shall perform first review and editing of Intelligence Information Reports (IIR), averaging four to six pages long, and provide IIR Feedback and Instructional Assessments to the CI teams. Apply intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products. Collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer.
Evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers. Assesses the value of collected intelligence versus the customers’ need(s) and decision making. Uses statistical, algorithmic, mining and visualization techniques to find and interpret ISR data sources. Manage large amounts of data, ensure data consistency, produce visualizations and develop models to report findings.
Assists in developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings. Identifies collection gaps, related trends and opportunities; assesses collection options, tests assumptions, and produces judgments, recommendations and solutions to refine collection. Produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
Demonstrates proficiency conducting statistics and using statistical packages such as, but not limited to, Matlab, SPSS, SAS, S-PLUS, or R. Graduate of an in-residence DoD / IC collection management course
• Analysis provided by the contractor shall be focused on decreasing the vulnerability of US Army equities from CT and CI threats to its personnel, equipment, facilities, and future technologies.
• The contractor shall assess intelligence from reporting; disseminate evaluations back to the reporting elements to apprise them of the quality and value of the reporting and coordinate with analytical elements to identify information gaps and under-reported requirements.
• The contractor shall maintain reporting statistics and assess past collection to assist commanders in determining the impact of their operations and shaping future collection.
• The contractor shall assess source placement, access, value, control, reliability, and credibility based on historical reporting and CM&D related tasking from ACIC
• The contractor shall provide tailored collection plans based on DoD and Army collection requirements as well as priority intelligence requirements.
• The contractor shall facilitate operational CI successes by providing feedback on productivity through advanced statistical analyses:
• The contractor shall analyze the ability of the CM process to provide dissemination, particularly via the IIR.
• The contractor shall provide quality assurance and quality control, IAW with unit SOPs and other DoD Regulations, of outgoing IIRs.
• The contractor shall develop recommendations for evaluation processes by coordinating with the Group Intelligence Oversight Officer (IO) and foreign disclosure compliance while ensuring source de-confliction.
• The contractor shall conduct an active outreach to consumer organizations to promulgate capabilities, in turn generating positive functional feedback.
• The progress and results of IIR production and consumer feedback shall be tracked and maintained in databases:
