We are seeking a Senior Collection Manager (CI/HUMINT Reports Officer) to support Department of Defense Human Intelligence (HUMINT) and Counterintelligence (CI) operations at Fort Meade, Maryland. This position supports intelligence collection, reporting, requirements management, and intelligence planning while collaborating across the Intelligence Community (IC) to identify and address critical intelligence gaps. The Collection Manager will support U.S. Cyber Command (USCYBERCOM) mission requirements at Fort Meade, providing actionable intelligence reporting and collection management support to J2, J3, J5, and external Intelligence Community partners.
Essential Job Functions:
Apply intelligence collection systems, methodologies, and capabilities to support intelligence requirements and inform customers of relevant collection developments. Collaborate across the DoD and Intelligence Community to identify intelligence needs, collection gaps, and emerging requirements. Develop, validate, and refine collection requirements, plans, and strategies. Evaluate the effectiveness of multi-INT collection against established intelligence requirements. Assess collected intelligence for relevance, reliability, and value to operational and strategic decision-making.
Develop and apply Measures of Effectiveness (MOEs) and Measures of Performance (MOPs) to evaluate collection activities and determine whether requirements have been satisfied. Identify collection gaps, trends, and opportunities and provide recommendations to improve collection strategies. Analyze ISR data using statistical, data-mining, algorithmic, and visualization techniques. Manage large datasets, ensure data consistency, develop analytical models, and produce visualizations to communicate findings.
Produce analysis identifying gaps in collection methodologies and model future collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects. Consolidate relevant and actionable intelligence into Intelligence Information Reports (IIRs) to meet Command reporting requirements and address intelligence gaps. Maintain HUMINT records and update applicable databases in accordance with established policies and regulations. Draft and submit intelligence evaluations and Source Directed Requirements (SDRs) to collectors to strengthen collection against Command requirements.
Maintain communication with collectors to ensure visibility into reporting and information relevant to the Command's mission. Identify analytical, operational, and planning intelligence gaps and coordinate HUMINT support to address those requirements when possible. Serve as the J2X lead for Intelligence Planning Teams. Compile monthly collection operations management statistics and reports. Manage the consolidation, storage, and dissemination of DoD HUMINT and CI-collected malware.
Support J2X Knowledge Management, Information Technology, and Records Management requirements. Manage web portals, information technology requirements, and applicable records in accordance with governing regulations.
Required Skills:
Due to the sensitivity of customer-related requirements, U.S. Citizenship is required. Senior-level experience supporting HUMINT, Counterintelligence, intelligence collection management, or related DoD/IC missions. Strong understanding of intelligence collection requirements, plans, strategies, and reporting. Experience developing or working with Intelligence Information Reports (IIRs) and Source Directed Requirements (SDRs). Experience evaluating intelligence collection using MOEs and MOPs. Knowledge of DoD and Intelligence Community collection processes, policies, and regulations.
Demonstrated ability to work collaboratively with collectors, analysts, planners, and other Intelligence Community stakeholders. Proficiency in statistical analysis and experience with statistical tools such as MATLAB, SPSS, SAS, S-PLUS, R, or comparable platforms. Graduate of an in-residence DoD or Intelligence Community collection management course.
