Under the general direction of the City Engineer, this is an advanced professional position responsible for complex design and construction of capital improvement projects. This role plays an integral part in decisions concerning scope, contracting, design, development, policies, and procedures for projects. The incumbent exercises considerable independent judgment and decision making. Supervisory responsibilities include planning, assigning, and directing work; appraising performance;
addressing complaints and resolving problems.
- Monitor consultant efforts from inception to completion, including plan review and invoice review.
- Complete field inspections, construction reviews, and scheduling.
- Prepare, negotiate, and secure approval for major contracts and change orders; establish scope, standards, and cost estimates for annual capital improvements and other projects.
- Develop and conduct public information meetings.
- Ensure design integrity and timely progress during construction.
- Provide technical support; track progress and scrutinize the permit process.
- Perform long-range planning and analysis of City infrastructure to prepare recommendations for needed capital improvements.
- Initiate bid processes; organize and conduct pre-bid and pre-construction meetings.
- Review and approve contract documents and project construction schedules.
- During construction, approve field change orders and recommend schedule-altering changes to supervisors.
- Review and approve construction, design, and material testing invoices.
- Communicate project priorities and anticipated challenges to staff; collaborate with City personnel, the public, consultants, and contractors.
- Establish and maintain effective working relationships; communicate clearly in verbal and written form.
- Proficient use of word processing, spreadsheet, database, and presentation software.
- Operate necessary equipment, including a personal computer and standard office equipment.
- Perform other duties as assigned.
- Professional Engineering License from the State of Florida at time of hire or the ability to obtain within one (1) year of hire, OR
- Professional Architect License from the State of Florida at time of hire or the ability to obtain within one (1) year of hire, OR
- Project Management Professional (PMP) certification at time of hire, OR
- PMI Construction Professional (PMI-CP) certification at time of hire, OR
- Bachelor's degree in Architecture, Civil Engineering, Environmental Engineering, Transportation Engineering, Construction Management, or related field with PMP or PMI-CP certification and five years of experience, OR
- Bachelor's degree in Architecture, Civil Engineering, Environmental Engineering, Transportation Engineering, Construction Management, or related field with PMP or PMI-CP certification and five years of experience, OR
- Bachelor's degree in Architecture, Civil Engineering, Environmental Engineering, Transportation Engineering, Construction Management, or related field and eight years of experience.
- Must possess a valid Driver's License with an acceptable driving record.
- Engineering Intern Certification at time of hire (minimum qualifications still apply).
- Professional Engineering or Architect License from outside the State of Florida (minimum qualifications still apply).
This work typically requires the following physical activities to be performed:
- Balancing, climbing, reaching, repetitive motion, speaking, standing, stooping, kneeling, lifting, grasping, handling, and walking.
- Visual acuity, color/depth perception, and the ability to operate motor vehicles/heavy equipment.
- Mental acuity for rational decision-making and problem-solving.
- Works in an office environment and may require contact with internal and external customers.
- May be required to work hours outside the regular schedule, including nights, weekends, and holidays.
