Andrew Sitework is a leading public infrastructure contractor specializing exclusively in water, sewer, roadway, stormwater, and sitework projects for municipalities, counties, and public agencies across Florida. Since 2008, we have successfully delivered multiple Construction Manager at Risk (CMAR) projects and currently have several under contract, along with active Design‑Build projects. We are now expanding this high‑value business unit and seeking a dynamic leader to scale it to the next level.

We are looking for an experienced Business Development Leader to take full ownership of our CMAR and Design‑Build operations. This is a high‑impact role responsible for growing the division, building a high‑performing team, and capitalizing on our established track record of successful public‑sector alternative delivery projects.

• Proven leadership experience in business development and operations for CMAR and/or Design‑Build projects in the heavy civil/public infrastructure sector
• Strong track record of winning and successfully delivering CMAR and Design‑Build contracts with public agencies
• Experience building and managing teams (estimating, project management, and field operations)
• Deep knowledge of Florida public procurement processes, FDOT standards, and alternative project delivery methods
• Excellent relationship‑building skills with public‑sector clients and stakeholders
• Strong business acumen with the ability to scale a growing division
• Must be a licensed Professional Engineer (P.E.) in good standing with the State of Florida
• Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred
• Valid driver’s license and willingness to travel within Florida

• Lead all aspects of the CMAR and Design‑Build business unit, including strategic growth, client development, and operational execution
• Identify, pursue, and secure new CMAR and Design‑Build opportunities with public entities throughout Florida
• Build and manage your own team, including hiring estimators, project managers, and field personnel to support project delivery
• Oversee pre‑construction services, estimates, value engineering, and project handoff to operations
• Strengthen and expand relationships with municipalities, counties, and state agencies
• Ensure projects are delivered on time, within budget, and to the highest standards of quality and compliance
• Drive continuous improvement in processes, team performance, and market positioning
• Collaborate with company leadership to align division goals with overall company objectives
