Under the general direction of the Deputy Director, the incumbent performs highly responsible and complex professional analytical and financial work related to the City’s financial systems and reporting. This position supports all areas of the Finance Department; including Accounting, Budget, Treasury, Accounts Payable, Accounts Receivable, Payroll, and department fiscal positions across the City by leveraging data and technology to improve business processes, develop system-generated reports, and ensure accurate, efficient, and transparent financial management in the City’s
Oracle Fusion ERP environment.

The incumbent serves as a subject matter expert in financial systems reporting and data analytics, assists in developing and maintaining department-wide financial policies and procedures, and provides guidance and training to ensure users effectively utilize Oracle Fusion and related reporting tools. No Supervisory Responsibilities.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

  • Collaborates with Finance leadership, fiscal analysts, and system users to assess reporting and data needs across all financial modules.
  • Designs, develops, and maintains Oracle Fusion reports and dashboards using tools such as OTBI, BI Publisher, and Smart View.
  • Translates accounting and financial reporting requirements into data and technical specifications.
  • Assists departments in developing best practices for financial data management and reporting.
  • Provides end-user support and training for Oracle Fusion financial modules to ensure proper system utilization.
  • Evaluates existing workflows, identifies efficiencies, and recommends process improvements and automation opportunities.
  • Drafts, updates, and maintains the Finance Department Policies and Procedures Manual
    , ensuring documentation of consistent and compliant practices.
  • Ensures compliance with applicable accounting standards, internal controls, and City policies.
  • Analyzes financial data for accuracy, identifies variances or anomalies, and recommends corrective actions.
  • Assists in the development of the Annual Comprehensive Financial Report (ACFR) and other statutory financial reports.
  • Prepares ad hoc and recurring financial reports to meet management and department needs.
  • Collaborates with IT and external vendors to resolve system issues and optimize financial data integrations.
  • Serves as liaison between the Finance Department and other City departments regarding financial system usage and reporting.
  • Provides analytical support for audits, budget development, and financial forecasting.

Knowledge,

Skills and Abilities
  • Knowledge of city, federal, and state laws governing accounting and finance practices.
  • Knowledge of governmental accounting principles (GAAP and GASB) and fund accounting.
  • Working knowledge of Oracle Fusion Cloud ERP and reporting tools (OTBI, BI Publisher, Smart View).
  • Knowledge of business intelligence concepts, data analysis, and visualization.
  • Skill in report writing, data mining, and dashboard design to support financial decision-making.
